Minutes:

Apologies for absence were received from Councillors Henry Batchelor, Anna Bradnam, Francis Burkitt, Brian Burling, Nigel Cathcart, Grenville Chamberlain, Graham Cone, Simon Crocker, Christopher Cross, Jose Hales, Roger Hall, Philippa Hart, Mick Martin, Des O’Brien, Alex Riley, Deborah Roberts, Ben Shelton, Hazel Smith, Ingrid Tregoing, Robert Turner, David Whiteman-Downes and John Williams.

DECLARATIONS OF INTEREST

Minutes:

 Councillor Caroline Hunt declared a non-pecuniary interest in the item being discussed as she was a member of the Cambridge Airport Consultative Committee.

Decision:

 

Council agreed to delegate power to Cambridge City Council to determine the variation to Permit VAR08 for Marshalls, Cambridge,  where an installation or technically connected activity is undertaken within South Cambridgeshire’s area or straddles the boundary.

 

Minutes:

Councillor Mark Howell, Portfolio Holder for Environmental Services presented a report which sought authority to delegate the power to permit an industrial process under the Pollution Prevention Control Act 199 and the Environmental Permitting (England and Wales) Regulations 2016. 

 

It was noted that a situation had arisen whereby a business which had operated for many years in a neighbouring local authority had expanded an existing process across the local authority boundary into the South Cambridgeshire District Council area.  This process had been regulated by Cambridge City Council.  Recent innovation meant that the process could now be transported to other hangars within the airport site which were in South Cambridgeshire.  In order to reduce red tape it was proposed to transfer power to the City Council to regulate the process.

 

Councillor Howell proposed the following:

 

It is recommended that Council delegate power to Cambridge City Council to determine the variation to permit VAR08 for Marshalls, Cambridge, where an installation or technically connected activity is undertaken within South Cambridgeshire’s area or straddled the boundary.

 

The proposal was seconded by Councillor Caroline Hunt.

 

Council unanimously agreed:

 

To delegate power to Cambridge City Council to determine the variation to permit VAR08 for Marshalls, Cambridge, where an installation or technically connected activity is undertaken within South Cambridgeshire’s area or straddled the boundary.

ANY OTHER BUSINESS

Minutes:

Councillor Sebastian Kindersley advised Council that Susan Walford Operational Manager Environmental Health and Licensing would shortly be leaving the Council.  He paid tribute to Ms Walford, thanked her for all her work on behalf of the authority and wished her well for the future.  Councillor Mark Howell added his thanks as Portfolio Holder for Environmental Services.

 

Council unanimously agreed to place on record its thanks to Susan Walford.
