Environmental Services Satisfaction Survey

The Annual Environmental Services Satisfaction Survey is now available on the website. The survey covers a range of services including bin collection, street cleaning and graffiti removal. 

 

The survey is conducted each year to gather feedback from residents about these services and will be promoted in the Spring edition of the South Cambs Magazine.

 

Residents can take part by:

·         Visiting www.scambs.gov.uk/EnvServSurvey and answering a few quick questions

·         Calling 01954 713 258 to request a paper survey

Consultation on the Re-opening of a Post Office in Duxford

 

 

The Post Office are starting a six week consultation on the proposal to open a branch at the United Reformed Church on Chapel Street in Duxford, to replace the branch that closed in May 2013 on St Peters Street.

Opening hours to be:

Monday: 10:00-12:30

Tuesday: 09:30-12:00

Consultation ends on 9 April 2015.

Neighbourhood Plans - Gamlingay Neighbourhood Area

On 3 February 2015 the Council designated the Gamlingay Neighbourhood Area.

Asset of Community Value: Proposal to sell land in Haslingfield

The Council has received notification of intention to sell a parcel of land that is part of a listed Asset of Community Value.

The parcel of land is part of The Little Rose, Public House, Haslingfield.  It entered a moratorium period on 24 Feb 2015, which ends on 7 April 2015.

This six week period allows eligible local groups to submit an intention to bid for the land concerned (using a form available from the Council).  For clarity, the sale concerns only part of the site and not the public house itself, which remains on the list of Assets.  Details of the site can be found on the website here: https://www.scambs.gov.uk/community-right-bid

A14 Seminars - Developing the Response to the A14 Cambridge to Huntingdon Scheme

Officers from Cambridgeshire County Council will be holding further Member seminars on various aspects of the A14 Cambridge to Huntingdon Improvement Scheme. The seminars will outline issues the Councils may like to consider in the development of their formal response to the A14 Scheme. The seminars will take the format of a presentation followed by a question and answer session.

 

Seminar 1: Environmental Impacts and Legacy of the scheme

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

Weekly Planning List

To view the list of planning applications submitted in the past seven days, please visit the Council’s on-line Planning Application Search.  Once the page has loaded, select the Planning Weekly List option to see planning applications determined or registered each week for the past ten weeks, or use the Search option to set your own criteria.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE WEDNESDAY 18 FEBRUARY 2015

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

The call in procedure is set out in full in Part 4 of the Council’s Constitution, ‘Scrutiny and Overview Committee Procedure Rules’

Section 106 Obligations following Ministerial Statement of 28 November 2014

The Planning Portfolio Holder

 

AGREED

 

To take the following action regarding the issuing of planning permissions for sites of fewer than 11 homes with a combined gross floor space of 1,000 square metres, as follows:

 

a)  To issue permissions without a s106 agreement, in accordance with government policy.

- This option would enable planning permissions to be issued in a timely manner. It would have the effect of bringing forward the position for community infrastructure payments from 1 April 2015 to the date of this decision.

 

b) To use a Condition requiring an Affordable Housing Scheme be used for all planning permissions where such a contribution would have been required through a s106 agreement.

 

Further, that the Council write to DCLG outlining the impact of the ‘Rule of 5’, and seeking an extension to October 2015 (extra six months).  Government had originally set a date of April 2014, and then extended this by twelve months.

 

N.B. There are a number of permissions where the Planning Committee resolved to grant permission subject to the satisfactory resolution of a s106 agreement.  The Planning Committee shall be asked to ratify what the Portfolio holder had agreed as an expediency.

 

Please note that the Chairman of Council and the Chairman of Scrutiny and Overview Committee have agreed that the call-in process be waived in this matter as there is an urgent need to confirm the way forward for approximately 140 planning consents that are awaiting s106 agreements.
