Deadline for Expenses Claims for 2016/17

Please note that the deadline for Members’ expenses for 1 April 2016 to 31 March 2017 is: 9am on Monday 3 April

Resignation of Councillor Mervyn Loynes

Please note that District Councillor Mervyn Loynes, local member for the Bourn ward, resigned on Monday 13 March. A by-election will be held on Thursday 4 May.

 

The Bourn ward, which includes the villages of Bourn, Cambourne, Caxton, Croxton and Eltisley, is a three member ward and so is currently represented by just two councillors: Councillor Simon Crocker and Councillor Des O’Brien.

A14 Improvements: A14C2H Mobile Visitor Centre

The A14C2H improvement scheme covers a long and congested section of the A14. To ensure everyone has the information they need about the project, the team has invested in a mobile visitor centre that will allow them to visit local communities and events.

 

·         The visitor centre is a 3.5 tonne vehicle (so village weight restrictions should not be a problem)

·         it has both ramp and step access

·         it needs a space of 8m x 4m to be set up

·         an electricity supply would be an advantage, but is not essential as the bus comes fully self-contained with a generator

·         it’s FREE

 

The project team want to visit as many towns, villages, business premises, local events, libraries, community and support groups as possible over the next few years, to share information about traffic management, scheme progress, possible job opportunities and other topics of interest.

Asset of Community Value: Gamlingay First School Field

The Council has made the decision to list Gamlingay First School Field as an asset of community value  and will amend the asset register accordingly.

Planning Open Day: Mon 20 March 1-5pm

A reminder that Monday  20th March 1-5pm is our Planning Open Day.

 

The Planning service is opening its doors to residents offering free advice and tips for any wanting to extend or alter their homes. The event is aimed at people who want to undertake a project but don't know where to start.

 

In general, people put in very few applications in a lifetime and we want to demystify the planning process.

 

The day will include drop-in planning & building regulation clinics, tours of the department, an opportunity to find out more about what's happening around the district, neighbourhood planning and the local plan.

 

The  programme of talks and seminars includes:

Welcome, an Introduction to our Planning Service and an opportunity to meet our Joint Planning Director

1.45pm – 2.05pm

How to make a planning application & get it right

Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

Pubs and small businesses will receive extra help with their business rates bill, the Chancellor has announced.

A group of Essex residents say that travellers are secretly building an illegal site in Basildon that could become a second Dale Farm. Basildon Council’s leader, Cllr Phil Turner, has called for government to give councils emergency powers to take immediate action against unauthorised developments.

Companies could pay £2.5 billion less in business rates over the next five years after the Government made a U-turn over its reforms.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE WEDNESDAY 8 MARCH 2017

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

The call in procedure is set out in full in Part 4 of the Council’s Constitution, ‘Scrutiny and Overview Committee Procedure Rules’

Pay Award 2017/2018

The Finance and Staffing Portfolio Holder

 

AGREED

 

A)   Apply a 1% increase on all pay points with effect from 1 April 2017 or the Living Wage rate (effective at 1 April 2017) of £8.45 per hour, whichever is the highest, with effect from 1 April 2017.

 

The Council has an obligation under TUPE to apply a pay award to transferred staff therefore it was agreed that:

B)   The Council applies the 1% increase to the former Veolia employees, with effect from 1 April 2017 and

C)   Delegated authority be given to the interim Chief Executive, to approve any adjustment required following Veolia’s conclusion of pay negotiations for 2017/2018.

 

The decision for 2017/2018 is within agreed budget provision.

 

Please note that this decision was first published on Tuesday 14 March and so the deadline for call-in is 5pm on Tuesday 21 March. If not called-in this decision can be implemented on Wednesday 22 March.
