Attached is our latest A14 Parish Bulletin, covering August and September.

 

This bulletin is intended to provide you with updates on key site activities on the A14 Cambridge to Huntingdon improvement scheme, so please feel free to circulate the information in your own newsletters or on your parish websites.

 

You may have noticed over the last few editions of this newsletter that we’ve delivered news by activity rather than by each section of the scheme independently.

 

We’re always looking at the best way to provide you this information and we’d appreciate your feedback on which format your prefer; news by activities or section by section.

 

We’ll adapt the way we write to you depending on the majority’s preference, so please do get in touch.

Community Housing Groups to Receive Boost from Council

On September 12th the Housing team at South Cambs will be launching a new community-led housing initiative.

 

DCLG’s Community Housing Fund recently awarded both South Cambs District Council and Cambridge City Council just over £50,000 each in grant funding to help boost the provision of affordable homes delivered by community-led housing groups. The two Councils have decided to pool their funds and embark upon a year-long pilot of advice, support and funding for community groups to kick start their housing ambitions.

 

At the Parish Forum on September 12th details of how community-led housing groups can apply, on a competitive basis, to the Council for up to £4,500 in grant funding will be released. This funding is intended to help communities to develop their ideas for community-led housing, explore opportunities in their local area and form a legally recognised entity in order to further their plans.

Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE 30 AUGUST 2017

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

Central Bedfordshire Local Plan Consultation

The Planning Portfolio Holder agreed  that a consultation response be submitted based upon paragraphs 18-25 of this report.

 

This decision was first published on Thursday 31 August and so the deadline for call-in is 5pm on Thursday 7 September. If not called-in this decision can be implemented on Friday 8 September.

Huntingdonshire Local Plan Consultation

The Planning Portfolio Holder agreed that a consultation response be submitted based upon the following:

 

“Huntingdonshire are consulting on their draft Local Plan between the 4th July and 4.30pm on the 25th August. They intend to consult again in late 2017 on a Proposed Submission Local Plan and submit their plan for examination in March 2018. The plan includes strategic scale developments at Alconbury to the north of Huntingdon and at St Neots East. The plan proposes sites to meet all of the objectively assessed housing need in the district. Overall its draft policies and proposals are considered to be an appropriate response to the planning challenges affecting Huntingdonshire insofar as it affects South Cambridgeshire. The plan is also considered to be consistent with the agreed duty to cooperate documents relating to the Cambridgeshire and Peterborough area.” (paragraph 10 of the report)

9.

Uttlesford Local Plan Consultation

The Planning Portfolio Holder agreed that a consultation response be submitted on the draft Uttlesford Local Plan based upon paragraphs 15-35 of this report, taking account of agreed modifications and additions concerning transport,  the North Uttlesford Garden Community start date, build-out rates, water supply and disposal, and ‘rat running’.

 

This decision was first published on Thursday 31 August and so the deadline for call-in is 5pm on Thursday 7 September. If not called-in this decision can be implemented on Friday 8 September.

10.

Neighbourhood Plans: Thriplow Neighbourhood Area designation

The Planning Portfolio Holder approved the designation of a Neighbourhood Area for the parish of Thriplow as proposed by Thriplow Parish Council (see Appendix A).

 

This decision was first published on Thursday 31 August and so the deadline for call-in is 5pm on Thursday 7 September. If not called-in this decision can be implemented on Friday 8 September.
