Working with Young People Networking and Information Event

There are still places on the Working with Young People Networking and Information Event at Milton Country Park visitors' centre on Tuesday 7th November 5 - 7 pm with registration, networking and bacon/veggie butties from 4.15 pm.  The programme will be of interest to anyone involved in out-of-school provision for teenagers, or wanting to find out more.  The programme can be seen at https://www.scambs.gov.uk/content/working-young-people-networking-and-information-event.

A14 Cambridge to Huntingdon - Planned Closures pdf icon PDF 757 KB

Below are details of this week’s planned closures, as part of the A14 Cambridge to Huntingdon improvement scheme. In addition to these closures, attached are details of other closures in the area on the A14 westbound between Girton (J31) and Spittals (J23).

This week’s A14 Cambridge to Huntingdon closures;

 

Mon 23rd to Fri 27th

A1 northbound between Brampton Hut & Alconbury (each night, 9pm - 6am)

A1 southbound between Alconbury & Brampton (each night, 9pm - 6am)

 

Other closures in area;

 

Mon 23rd to Fri 27th

A14 westbound between Girton (J31) and Spittals (J23), plus full M11 northbound road closure from Madlingley (J13), each night, 8pm - 6am.

 

The A14 westbound will remain open for local traffic only between Girton (J31) and Fenstanton (J27). The A1307 Huntingdon Road from Cambridge will also remain open so local traffic can join the A14 westbound.

 

A14 traffic will be directed west on the A428 towards St Neots, north on the A1 towards Peterborough and east on the A14 at Brampton Hut to re-join the A14 westbound at Spittals (J23).

 

M11 traffic will be directed to exit at Madlingley (J13) and head west on the A1303 and A428 to join the strategic diversion route. M11 traffic wishing to join the A14 eastbound will be directed to turnaround at the A428 Hardwick Interchange and head east towards Cambridge.

The official diversion route will be signposted and the diversion maps for the A1 closures are attached. There are variable message signs in place that will advise drivers of the upcoming closures.

Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

Ministers are poised for a rethink over changes to the benefit cap for older and vulnerable people who live in supported housing.

 

Sunday 22 October: Sunday Times: “Rent-to-buy” fund could build 500,000 homes

Plans are being considered by the Treasury to underwrite the £100 billion cost of building about half a million homes over the next decade, which would see families trapped in rented properties benefit from a “rent-to-buy” scheme.

 

Monday 23 October: BBC Online: Borrow to boost housing, says Sajid Javid

The Communities Secretary Sajid Javid says the Government should borrow money to fund the building of hundreds of thousands of new homes.

Houses are taking longer to build, partly due to cuts in council planning departments, according to a report by house builders Barratt.

Councils are spending millions of pounds on mileage rates by allowing mileage to be charged above the HMRC-recommended rate of 45p a mile, according to a Taxpayers’ Alliance report.[SCDC pay the recommended rate of 45p per mile]

 

Wednesday 25 October: Times: Fines for littering will almost double to £150

The maximum fine for people littering will almost double from £80 to £150, under new powers being given to councils to tackle littering.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE 18 OCTOBER 2017

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

8.

Cambridgeshire Home Improvement Agency

The Housing Portfolio Holder:

a)    Approved Option A: to lobby the County Council as part of a collective appeal from the local authorities, to try and negotiate a different settlement.

b)    Recommended Option C to Council: to review the fees charged by the Cambridgeshire Home Improvement Agency (CHIA) with a view that the HIA should be self sustaining. This would require fees to be increased from their current 15% to at least 18%, the exact level of fee to be determined in consultation with the County Council in time for the Council’s budget setting meeting in February 2018.

 

This decision was first published on Thursday 19 October and so the deadline for call-in is Thursday 26 October at 5pm. If not called-in this decision can be implemented on Friday 27 October.

9.

Disabled Facilities Grants - Portfolio Holder report

The Portfolio Holder:

a)    Approved the Joint Housing Adaptations Agreement that provides a framework from which the districts will work towards developing a Joint Adaptations Policy (Option A).

b)    Approved as an interim before the Joint Policy is agreed, the flexibility within the Council’s existing policies to provide for ‘top up’ funding where necessary and subject to available funding (Option B).

 

This decision was first published on Thursday 19 October and so the deadline for call-in is Thursday 26 October at 5pm. If not called-in this decision can be implemented on Friday 27 October.
