Please find attached details of a charity walk to raise funds for Cancer Research. The upcoming A14 C2H Welly Walk will take place on Sunday 9 September and is a good opportunity to get on the A14 construction site and see it first-hand.

Exercises to prevent falls in Older People: Strength and Balance Campaign

Helen Tunster, Senior Partnership Manager – Falls Prevention, Public Health Directorate at Cambridgeshire County Council has been working with partners on a social marketing campaign to encourage older people (particularly women 70-79 years) to take up strength and balance exercise classes or home programmes to reduce their risk of falling. The campaign is due to launch on 1st October 2018. A communications toolkit including a newsletter article, social media, posters and leaflet is in development.

Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

Sunday 5 August: CBBC Newsround: Just a third of plastic waste can be recycled. So what’s going on?

The LGA has revealed around 525,000 tonnes of plastic pots, tubs and trays are used by households in the UK every year, but only 169,000 tonnes of this waste is able to be recycled.

 

Wednesday 8 August: Times: Morrison’s drops plastic wrapping on cucumbers

The supermarket chain Morrison’s is removing plastic wrapping from cucumbers in a bid to cut down on plastic waste.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE WEDNESDAY 1 AUGUST 2018

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

 

A list of decisions currently within the call-in period is available on the Council’s website.

8.

Community Chest Grants

The Finance Portfolio Holder agreed to award £1,000 to The Ickleton Society for the printing costs about Ickleton’s contribution to The Great War.

 

The Finance Portfolio Holder declined to award a grant to Willingham Combined Charity, as the project could not be completed within the required 12 months and an application from All Saints’ Playgroup serving Waterbeach and Landbeach was deferred, to await supporting documentation.

 

These decisions were first published on Monday 6 August and so the deadline for call-in is Monday 13 August at 5pm. If not called-in, this decision can be implemented on Tuesday 14 August.

Community Energy Grants

The Finance Portfolio Holder agreed to award:

·         £2,435 to Hatley Parish Council to replace doors on the Village Hall.

·         £3,000 to Foxton Village Hall to upgrade the lighting.

12.

Update on South Cambridgeshire District Council's Statement of Community Involvement and the Neighbourhood Plan Decision Making Process

Cabinet

 

(i)         approved the revised Support Offer to parish councils preparing neighbourhood plans as set out in Appendix A;

(ii)        approved the addendum to the SCDC SCI 2010 as set out in Appendix B to this report;

(iii)       delegated to the Joint Director of Planning and Economic Development, in consultation with the Planning Portfolio Holder, the decision making process for designating a Neighbourhood Area and how the council responds to parish councils carrying out a pre-submission consultation on their Neighbourhood Plan; as set out in this report at paragraphs 26-33 and

(iv)      delegated to the Joint Director of Planning and Economic Development, in consultation with the Planning Portfolio Holder the making of a Neighbourhood Plan before it is referred to Full Council as set out in paragraph 34.

Response to the Uttlesford Local Plan pre-submission consultation

Cabinet AGREED:

 

  1. That the Planning Policy Manager be requested to review and clarify the intent of the wording in revised paragraph 55 as presented to the meeting and that the Deputy Leader of the Council be authorised to confirm the wording of that paragraph having regard to the professional advice of the Planning Policy Manager;

 

  1. That the following additional paragraph 61a be included in the response:

 

“Electricity Grid Capacity

 

61a  The Council is aware that there are electricity grid capacity issues facing development in the southern part of South Cambridgeshire, which require investment from developers to facilitate grid reinforcement. It is important that Uttlesford District Council give consideration to whether energy infrastructure upgrades are required to support development in its district as part of infrastructure delivery planning, as the costs and timescales for grid reinforcement could have an impact on both development viability and delivery timescales.”; and

 

  1. That subject to 1 and 2 above, the Council makes representations on the Uttlesford Local Plan Regulation 19 consultation consistent with the submitted report and particularly paragraphs 22 – 62.

Response to consultation on Pre-Submission Draft Uttlesford Local Plan (Regulation 19)

The Deputy Leader agreed that paragraph 55 of the response should be amended as below:

"55  Paragraph 152 of the NPPF in regard to plan making states that local planning authorities should seek opportunities to achieve each of the economic, social, and environmental dimensions of sustainable development and states that: ‘Significant adverse impacts on any of these dimensions should be avoided and, wherever possible, alternative options which reduce or eliminate such impacts should be pursued’. However a number of significant harms regarding the NUGC have been identified in regard to transport and landscape. In terms of landscape and visual impact, the proposed allocation would not be acceptable unless Uttlesford District Council can demonstrate convincingly (a) a means by which A a revised NUGC development within that allocation would reduce its avoid landscape and visual harm in views from South Cambridgeshire and (b) that this could be achieved consistent with the existing landscape character. To avoid unacceptable levels of harm, it is critical that built development is precluded on the north , west and eastern edges of the high plateau facing towards South Cambridgeshire / ridgelines on the site or and on the slopes facing towards the A11. This could be achieved by reducing the overall scale of the new settlement to that which could be so accommodated within the south- west and south facing valleys of the site or by amending its southern boundary. The Council does not offer a preference for an alternative allocation boundary or an alternative developable area; the issue for South Cambridgeshire District Council is the impact of the current NUGC proposal on its area and demonstrating a means by which the NUGC development may be made acceptable is the responsibility of the plan making authority. However, possible means by which this could be achieved are by excluding from the allocation areas where built development would cause landscape and visual harm to South Cambridgeshire (as identified above), or by making clear in the Local Plan the areas where built development may not occur within the existing allocation boundary. This latter option may be appropriate if, for example, the excluded areas are required for strategic landscaping; however any  form of strategic (or other) landscaping which may be proposed to address impact must be demonstrated at this stage to be capable of being delivered in a form which is consistent with existing landscape character and is otherwise acceptable.

 

If addressing landscape and visual harm  results in a reduced number of homes, the option to extend the southern boundary of the allocation could be considered. The examination of the Regulation 19 Local Plan will need to establish that there are no reasonable alternative options to accommodate development which would eliminate the harms identified to the three dimensions of sustainable development or that the level of harm can be satisfactorily mitigated."
