Rough Sleeping Estimate - Overnight Between 22-23 November 2018 pdf icon PDF 223 KB

Dear Councillors

 

You may recall a similar request for your help in previous years, in order to provide an estimate of the number of people sleeping rough in the district. Last year our estimate was 4. The Council will again be trying to achieve a snap shot of the number of people sleeping rough in the district on the evening, overnight between 22nd/ 23rd November 2018. I would be very grateful if you could notify me if you are aware of anyone sleeping rough in your community on this evening.

 

The Government definition of a rough sleeper is as follows:

 

People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). People in buildings or other places not designed for habitation (such as stairwells, barns, sheds, car parks, cars, derelict boats, stations, or “bashes”).

 

The definition does not include people in hostels or shelters, people in campsites or other sites used for recreational purposes or organised protest, squatters or Travellers.

Our estimate must only include those rough sleeping on that single night. Our typical night has been chosen taking into account local factors, a weekday and it is the same night as some of our neighbouring authorities are estimating or counting their figures.

Where possible and to prevent double counting it would be helpful if you can provide the following information when notifying us of any rough sleepers:-

  • Their location
  • Gender
  • Age brackets (under 18/ 18-25/ 25 and over)
  • Nationality (UK National/ EU National/ Non-EU National).

Risk Management Training: Tuesday 13 November

Please note that there are two identical Risk Management training events next week:

·         Tuesday 13 November: 3pm to 5pm

·         Tuesday 13 November: 6:30pm to 8:30pm

 

These interactive workshops have been arranged for councillors, but are also open to officers. They will cover the internal and external risk landscape and are likely to include:

  • An overview of strategic risk management and why it is important
  • An introduction and overview of the Council's approach to risk management
  • Discussion of the key risks which may affect the ability of the Council to deliver against key priorities and objectives
  • Review of the roles and responsibilities of Members regarding risk management

Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

Sir Ian Diamond, the Chair of the Social Security Advisory Committee, said plans to move 3 million people to Universal Credit from next year loaded an “unreasonable level of risk” on claimants.

 

Monday 5 November: BBC Radio 5 Live Investigates: Business rates avoidance

LGA Deputy Chairman Cllr David Simmonds appeared on BBC Radio 5 Live Investigates yesterday to discuss business rates avoidance and the issue of “phoenixing”, where businesses go bust only to re-emerge under a different name with no debts.

 

Tuesday 6 November: Express Online: Littering out of your car could now land you up to £450 fine

A story highlights the case of a motorist taken to court and told to pay £450 in fines and costs after ignoring an £80 fine issued by a council for littering from his vehicle.

 

Tuesday 6 November: BBC Online: Universal credit: Claimants “to get more time to switch”

Work and Pensions Secretary Esther McVey has said Universal Credit claimants will not have to wait as long for their money and debt repayments will be reduced.

 

Wednesday 7 November: LBC Online: Housing Minister warns councils to meet targets

The Housing Minister has said developers and councils must meet certain housing delivery targets, or local authorities risk having planning powers taken “out of their hands”.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.
