BARRINGTON: Planning Applications

08/06/2018 - S/3787/17/FL - Barrington (7 Back Lane)

By ten votes to nil with Councillor John Batchelor abstaining, the Committee refused the application contrary to the recommendation in the report from the Joint Director for Planning and Economic Development. Those Members voting agreed the reason for refusal as being the adverse impact of the proposed development on the Conservation Area and setting of the Listed Buildings by virtue of the size, bulk and siting of the proposed buildings, and their failure either to preserve or enhance the said Conservation Area.

The Committee deferred this application, seeking additional information in the form of street schemes of the existing and proposed development ( taken from Barrington Village Green) to help fully assess the impact of the proposed development on the setting of adjacent listed buildings and conservation area..

The Committee gave officers delegated powers to approve the application, subject to the prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 securing

 

·       The building of three new classrooms at Barrington Primary School - £1,010,520

·       Provision of pedestrian cycle links and improvements to Foxton Station, Traffic Management within Barrington Village, Bus Service and Infrastructure Improvements - £2,040,00

·       New village hall and refurbishment of existing sports pavilion - £1,465,000

·       Provision of new football pitch, two tennis courts, car park serving the 

·       recreation facilities, land for allotments - £292,000

·       Healthcare contribution - £185,900

·       Household waste receptacles - £17,136

·       Public open space maintenance - £200,000

·       Transfer of land to Barrington Parish Council

 

and to safeguarding Conditions, including those set out in the update report.

The Committee gave officers delegated powers to approve the application, subject to

 

1.     Further discussion between officers, the applicant, Parish Council, residents and the local Member about a range of issues, includiong the giving of advance notice to South Cambridgeshire District Council, a temporary period and inclusion, as a fifth event, the bi-ennial May Ball;

2.     The Conditions referred to in the report from the Planning and New Communities Director.

The Committee gave officers delegated authority to approve the application, subject to:

The Committee refused this application due to the design and the failure to preserve the character and appearance of the conservation area.


07/10/2011 - S/0770/11 - Barrington (2 West Green)

The Committee gave officers delegated powers to approve Application S/0770/11 as amended, subject to receipt of further additional amended plans and their agreement with the Conservation Officer. Proposed conditions relate to time implementation, plan numbers, details of materials (including lintel details), landscaping (including materials for the access) and its implementation, boundary treatments, tree protection details, removal of pd rights for first floor north and east facing windows, confirmation of the north facing landing rooflight, obscure glazing to the en-suite window, hours of construction, floor levels, a method statement for demolition and construction.  The Informatives referred to in the report from the Corporate Manager (Planning and New Communities) would also be attached to the Decision Notice.


04/03/2011 - 1997/10 - Barrington, Barrington C of E VC Primary School), Haslingfield Road

The Committee approved the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities) and subject to a Condition that consent be for a temporary period of 15 years.   Members agreed the reason for approval as being that the proposal would not compromise the character and appearance of the Grade II Listed Building, or cause unacceptable harm to the Conservation Area.


03/12/2010 - S/1609/10 - Barrington, 36 High Street

 The Committee approved the application subject to a condition covering the need for contributions towards outdoor play space and informal open space in the village and to the conditions referred to in the report from the Corporate Manager (Planning and New Communities).


04/06/2010 - S/0452/10/F and S/0453/10/F - Barrington (Land to the Northwest of, Cedarwood House (West Green), Accessed off Orwell Road)

The Committee gave officers delegated powers to approve both applications, subject to further consideration being given to the Conditions referred to in the report from the Corporate Manager (Planning and New Communities) and, specifically, which of those Conditions applies to which planning application.  Members also added Conditions relating to waste disposal, access being allowed from Orwell Road only, and suitable landscaping along the western boundary of the site.

The Committee approved the application, subject to the Conditions referred to in the report from the Corporate Manager (Planning and Sustainable Communities).

Refused as report with additional grounds for refusal being

*   The design being out of character with the local area

*   The bulk of the proposal and its proximity to the boundary leading to an overbearing impact on properties in Orwell Terrace


06/03/2008 - S/2416/07/F – Barrington (Land Adjacent 17 Orwell Road Barrington)

Refused contrary to officer recommendation on the grounds of mass, siting, size, it being out of keeping with the neighbourhood and adverse impact on the amenity of the gardens to the south east of properties at Orwell Terrace.  Should the Local Highways Authority not be satisfied with the outcome of the speed assessment, that would be a further reason for refusal.
