The purpose of this decision is to decide whether the land/building should be included as an asset of community value (“ACV”) on the Council’s register of ACVs.


On 14 March 2024 a nomination was received from Elsworth Parish Council in respect of The George & Dragon Public House, 41 Boxworth Rd, Elsworth, Cambridge CB23 4JQ. This is a re-nomination of an asset that is due to be removed from the list on 7 June 2024 in accordance with the legislation following expiry of the listing.


Following consideration of the nomination, Notice of Nomination was sent to Cllrs Peter Sandford and Mark Howell, (for the district Ward of Caxton & Papworth), to the Parish Council acknowledging their nomination and to the owners and occupiers. The nomination was publicised through the weekly bulletin and the Lead Member for Communities was notified.


Officers have considered the nomination, and are satisfied that the non-ancillary and current use of the asset as detailed in the nomination form and accompanying map does further the social well-being, or cultural recreational or sporting interests of the local community (and has done so in the recent past).  It is also considered realistic to think there can continue to be non-ancillary use of the asset which will further the social interests of the local community. Therefore, it can be accepted, in accordance with Section 88 (1) of the Localism Act 2011.

Reasons for the decision:

The George and Dragon public house and restaurant has been an asset to the village of Elsworth for many years. The pub is a popular venue both for the local community; it attracts many visitors to the village with its reputation for good food and is a meeting place for social interaction. It includes a large area near the bar, extensive dining areas and some staff are accommodated in the pub and in the barn annex at the side of the building. Darts can also be played and there is a piano. Its spacious facilities are particularly important as the village does not have any other facility such as a village hall that can accommodate large gatherings. The pub is/has been used for the following events/meetings:

           The Elsworth Jubilee Club (Senior Citizens) who often meet up

           The village annual dinner

           As a venue for wedding receptions and wakes.

           As a venue to hold an auction for the sale of a property in the village.

During the pandemic, during lockdown, the pub also provided a very much welcomed take away menu on two days a week for residents of the village. It meets the description of an asset of community value.

Alternative options considered:

The options are:

(a) To accept the nomination and place the asset on the register of assets of community value,

(b) To refuse the nomination and place the asset on the register of unsuccessful nominations.
