To agree the Council’s response to Cambridgeshire County Council’s consultation on the third Local Transport Plan (LTP).

The Portfolio Holder:

 

(a)          supported the emerging Local Transport Plan 3.

(b)          endorsed the District Statement for inclusion within LTP3 (attached at Appendix 3).

This decision has been called in by:

  • Mike Mason who writes The grounds for call in are as defined in 12.1.2, namely that the decision is not in accordance with the principles set out in Article 13 of the Constitution.(Decision Making). In particular I refer to:- Para 13.02 All decisions of the Council will be made in accordance with the following principles: (a) proportionality, i.e., the action to be taken shall be proportionate to the desired outcome (b) due consultation and the taking of professional advice from officers (c) respect for human rights (d) presumption in favour of openness, helpfulness and consistency (e) clarity of aims and desired outcomes (f) consideration of available options and giving reasons for decisions I consider that the Portfolio Holder and Officers, in not responding to positively to my email and enclosures prior to the meeting and sent in my role as Scrutiny Monitor, have not adequately complied with the principles in bold above. I again repeat this communication and attachments. Furthermore the decision and wording of the proposed letter of endorsement to LTP3 is contrary to the guiding principles as set down in Article 11 Joint Arrangements. In particular I would refer to non compliance with Schedule B. Partnership Toolkit. Good Practice Checklist 5 (Robust financial arrangements),6 (Management of risks) and 7(Information sharing and public engagement)."
