Decision:

The Planning Policy & Localism Portfolio Holder approved the updated Local Development Scheme attached to the report as Appendix A, and noted

 

(a)  The inclusion of the revised timetable for the South Cambridgeshire Local Plan, so long as the Special meeting of Council on 13 March 2014 agreed it for submission to the Secretary of State, and

 

(b)  the preparation, dependent as in (a) above, of Area Action Plans for Cambridge Northern Fringe East (in conjunction with Cambridge City Council), a new town at Waterbeach and a new village at Bourn Airfield. 

Minutes:

The Planning Policy & Localism Portfolio Holder considered a report updating the Local Development Scheme for South Cambridgeshire which sets out the timetable for plan-making within the district.  It included the timetable for the completion of the South Cambridgeshire Local Plan and work on new Area Action Plans for major areas of change proposed in the Local Plan.

The Northstowe and New Communities Portfolio Holder agreed that the Local Development Scheme be revised to show a single South Cambridgeshire Local Plan being prepared incorporating a review of the Core Strategy Development Plan Document (DPD), Site Specific Policies DPD and the Development Control Policies DPD to the timetable set out in Appendix 1. The Gypsies and Travellers DPD will no longer be prepared separately and any policies and proposals for gypsy and traveller accommodation will be included in the South Cambridgeshire Local Plan.

The Northstowe and New Communities Portfolio Holder considered a report about updating the Local Development Scheme, which would set out the timetable for preparing the South Cambridgeshire Local Plan for the duration of the review period up to 2015.

 

The Portfolio Holder endorsed paragraph 8 of the report, which stated that the timetables for the South Cambridgeshire Local Plan and the Gypsy & Travellers Development Plan Document would now coincide during Summer 2012 and that, therefore, there was no advantage in progressing these plans separately.  He noted with enthusiasm that combining these plans would have the advantage of treating all sections of the community equally. This in turn increased the chances of the Council’s Gypsy and Traveller policies being adopted without undue delay.

1.                  The New Communities Portfolio Holder agreed that a single South Cambridgeshire Development Plan be prepared incorporating a review of the Core Strategy Development Plan Document (DPD), Site Specific Policies DPD and the Development Control Policies DPD as a single document to the timetable set out in Appendix 1, Tables 1 and 4 and that the Gypsies and Travellers DPD will continue to be prepared separately (Appendix 1, Table 3).

 

2.                  That authority be delegated to the Corporate Manager (Planning and New Communities) to complete a new Local Development Scheme on this basis.

 

The New Communities Portfolio Holder to sign off the Scheme at a future date. 

 

This decision was published on Wednesday 9 March. Democratic Services must be notified of any call-in by 5pm on Wednesday 16 March. If not called-in the decision may be implemented on Thursday 17 March.

Graham Saint (City) will introduce a paper, at pages 19-26, showing a proposed timetable and approach for preparing a shared Sustainable Community Strategy for the LSP. Members will be invited to give guidance to officers on the approach they wish to be taken forward.

Graham Saint (City) introduced a paper showing a proposed timetable and approach for preparing a shared sustainable community strategy for the LSP.

The LSP said that:

 

·         Looking at the existing vision statements, of the present strategies, there appears to be a strong convergence between them.

 

·         It could either look to prepare a new strategy in the short-term (with a draft to the next meeting), based on an amalgamation of the common issues presented in the existing strategies, so that it could move forward quickly or use the refresh as an opportunity to engage with its stakeholders over a longer time period (replacing the documents in July 2011) and win more support for its content.

 

·         It wanted to listen to what stakeholders had to say and for the approach to allow issues put forward and to be acknowledged

 

·         Consultations with stakeholders, shown in the timetable, should begin in September 2010 rather than the August. 

 

·         The process should look to utilise existing consultations with communities, where possible, and follow the guidelines for consultation in the Cambridgeshire Compact

 

The LSP agreed that:

 

·         It accepted the principles for the preparation of the strategy, shown in the paper, and the timetable for preparing the strategy, subject to the delay in the commencement of stakeholder consultation, that will allow the new LSP to engage with its stakeholders.
