Gill Anderton (Housing Development Manager at the Housing Development Agency), Norman Marles (applicant) and Councillor Dr. Tumi Hawkins (local Member) addressed the meeting.

 

Gill Anderton set the application in context. Local Authorities had a duty to provide land for self-build projects. South Cambridgeshire District Council maintained three Registers of interested parties, who could be from anywhere in the U.K. Local Authorities also had a duty to promote self-build. A similar, but separate, concept was the Community Land Trust.

 

Norman Marles outlined the aspiration behind this application, and said he had the support of Caldecote Parish Council.

 

Councillor Hawkins described the project as exciting, sustainable and different, showing what could be achieved.

 

The Committee gave officers delegated powers to approve the application, subject to

 

1.     The prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990, in consultation with the Planning Committee Chairman, and interms that are reasonable ad agreed; and

 

2.     The Conditions and Informative set out in the report from the Joint Director for Planning and Economic Development.

 

Councillor Deborah Roberts was absent from the Chamber during part of the consideration of this application, took no part in the debate, and did not vote.

Nicholas Broderick, accompanied by Mr. Sheffield (objectors) and Paul Derry (applicant’s agent) addressed the meeting. The objections related to the site’s location outside the village framework, lack of sustainability, traffic congestion, lack of amenities, and unsuitability of hall Drive as an access. Further concerns were pollution and the volume of traffic.  Paul Derry pointed to the benefit to Hardwick.

Members visited the site on 28 February 2017.

 

Glyn Mutton and James Thomas (for the applicants), Councillor Steve Rose (Hardwick Parish Council) and Councillor Grenville Chamberlain (local Member) addressed the meeting. In response to a question about density, the applicants clarified that the two figures referred to related to the built area only and to the whole site. Councillor Rose confirmed that the Parish Council now supported the proposal in principle, subject to a few minor details being addressed, such as access for construction vehicles. Councillor Chamberlain welcomed the proposal because it helped address the lack of affordable housing and community facilities within the village. However, he was disappointed that the NHS still did not support the establishment of a medical facility in Hardwick.

 

Following discussion, the Committee gave officers delegated powers to approve the application subject to

Objections related to the reduction in size of the plot, proximity to neighbours, cramped nature of the proposal, lack of space for soft landscaping, adverse impact on the character of the area, bring forward the building line, sub-urban nature of the proposal, highway safety, and the absence of visitor parking.

The Committee approved the application contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities).  Reason: While the development, by virtue of floorspace and height, constitutes inappropriate development in the Green Belt, the  considerations outlined by the applicant were considered to be very special circumstances that clearly outweigh the harm that would otherwise be caused to the rural character and openness of the Green Belt.  There was therefore no conflict with Policies HG/6, GB/1 and GB/2 in the South Cambridgeshire Local Development Framework 2007.

APPROVAL contrary to the recommendation contained in the Head of Planning's report.  Having visited the site, Members took the view that, in the context of the existing propertyand the ribbon of development along St. Neots Road, the proposed extension was modest and designed in such a way as to minimise the loss of amenities to no. 69 St. Neots Road.  Accordingly, they considered the proposal to accord generally with Policies P1/2, P1/3 and P9/2a of the Cambridgeshire and Peterborough Structure Plan 2003, and GB2 and HG13 of the South Cambridgeshire Local Plan 2004.

 

Councillor R Martlew declared a personal interest by virtue of his brother-in-law living at the nearby Red House Farm.

 

Councillor Dr JPR Orme had not attended the site visit, and did not vote.
