Decision:

The Committee approved the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities).  Reason:   The proposed boathouse, in spite of its complex, untraditional, bulky and top heavy form, was not considered to represent a significant visual intrusion along the riverside or to have a significantly harmful impact upon the character and appearance of the Horningsea Conservation Area. The proposed boathouse would not be harmful to the setting of the Grade 1 listed St Peters Church. The proposal would not conflict with Policies CH/4 or CH/5 of the South Cambridgeshire Local Development Framework (LDF) Development Control Policies Development Plan Document 2007, which sought to make sure that all new development preserve or enhance the character and appearance of Conservation Areas and that the setting of listed buildings was also preserved or enhanced.

Refused, contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities).  Reason: by virtue of the proposal’s proximity to the southern boundary of no. 4 The Square together with the length of the proposal, there would be an overbearing effect and oppressive impact on the dwelling and garden at no. 4 The Square.

Prior to considering this application, the Committee attended a site visit on 14 January 2009.  The Committee refused the application, contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities).  Members agreed the reason for refusal as being the proposal’s proximity to the southern boundary of no. 4 The Square together with the length of the proposal, resulting in there being an overbearing effect and oppressive impact on the dwelling and garden at no. 4 The Square.

Minutes:

The Committee APPROVED the application for the reasons set out in the report from the Corporate Manager (Planning and Sustainable Communities), subject to the Conditions referred to therein.  Paragraph 17(e) of the report should have read as follows, “Officers from the Planning Service have visited the site and been very positive about this application.”

 

Councillor R Turner declared a personal interest as a member of Horningsea Parish Council, but was considering the matter afresh.

Refused contrary to report

Minutes:

REFUSED contrary to the recommendation contained in the report from the Director of Development Services.  Having visited the site, Members expressed reservations about the proposed design, especially of the flat-roofed element, and considered that the proposal would not complement existing buildings adjacent to the site, and would detract from the Conservation Area.   It therefore conflicted with Policies P1/3 and P7/6 of the Cambridgeshire and Peterborough Structure Plan 2003 and SE5, EN30 and EN31 of the South Cambridgeshire Local Plan 2004.
