To approve recommendations that the Council:

 

a.    Notes that the referendum for the Cottenham Neighbourhood Plan took place on 6 May 2021;

b.    As it was a successful referendum, that it ‘makes’ (adopts) the Cottenham Neighbourhood Plan; and

c.     Delegates to the Joint Director of Planning and Economic Development in liaison with the Lead Cabinet Member for Planning and the Parish Council Chair, the making of minor non-material changes and updates to the Referendum version of the Neighbourhood Plan (Appendix 1) to enable preparation of a final made (adopted) Cottenham Neighbourhood Plan.

Council received a report on the making of the Cottenham Neighbourhood Plan.

 

The Chair invited Councillor Neil Gough, as one of the ward Members for Cottenham, to read out a statement on behalf of the Chair of Cottenham Parish Council, Councillor Peter Hewitt. He said the Parish Council wished to record its thanks for the hard work which had gone into achieving the Neighbourhood Plan, to all those involved, including the former Chair of the Parish Council, Councillor Frank Morris, and to the parishioners, 88% of whom had voted in favour of the Plan.

 

Councillor Dr Tumi Hawkins, Lead Cabinet Member for Planning, said Neighbourhood Plans were an important tool for development. She emphasised how important local democracy was in the planning process. Eighteen more areas had been designated for neighbourhood plans. She proposed a motion to support the recommendation.

 

Councillor Eileen Wilson said she was delighted to second the motion. This Neighbourhood Plan gave a voice to the community to ensure Cottenham remained a good place to live. She thanked all involved for this achievement which had already brought about a new village hall.

 

Councillor Heather Williams welcomed the Neighbourhood Plan which gave an invaluable means of giving weight to the views of communities.
