Minutes of Previous Meeting To authorise the Chair to sign the Minutes of the meeting held on 25 September 2024 as a correct record. Minutes: The minutes of the meeting held on Thursday, 25 September 2024, were reviewed and agreed as a correct record, subject to the following amendment:
· Item 2: Declarations of Interest It was noted that Councillor Bill Handley was aware of the role of Wysing Cat Art Centre in his capacity as Lead Cabinet Member.

Community Chest: Funding Applications Additional documents:
Minutes: The Development Officer presented the report. The Committee reviewed the Community Chest applications received between 7 September 2024 and 7 October 2024.
After consideration of the applications, the Committee recommended to the Lead Cabinet Member for Resources that:
1. CB Mobility Support (WQBGMHWS) be approved and funded at the full amount requested of £2,000
2. Marleigh Residents Association (SVZNCDPQ) was deferred, pending further information on the outcome of the Fen Ditton Parish Council meeting in November.
3. A M Challis Trust Limited (KMTTJRRV) be approved and funded at the full amount requested of £2,000.

Net Zero Villages grant scheme Additional documents: Minutes: The Development Officer for Climate and Environment presented the report, highlighting that South Cambridgeshire District Council had been awarded an allocation of £402,831.00 by the CPCA under the Net Zero Villages programme. It was noted that 10% of this funding was to be used for programme management costs.
Projects were to be accepted under three categories: a) Tackling energy use and/or supporting energy efficiency or generation retrofit to community buildings. b) Enabling access to public transport or access to local services through low carbon transport. c) Nature based solutions to tackle overheating of community buildings.
The funding was designed for projects which could: a) demonstrate value for money; b) encourage behaviour change within the community; c) encourage wider community participation; and d) offer solutions that can be replicated elsewhere.
It was queried if there would be a workshop for members. It was confirmed this would be done at a date to be determined. It was commented that engaging Parish Councils would need to be done as soon as possible and to encourage district councillors to engage their parishes in the matter.
The Committee referred the scheme onto Cabinet for decision and recommended that the scheme be adopted as a policy of the Council and for it to be operated as described in the report.
