There was an apology for absence from Cllr Bill Handley.

Minutes:

Cllr Sue Ellington declared a non-pecuniary interest as the local Ward Member in relation to the application from Fen Drayton Village Hall Management Committee.

 

Cllr Jose Hales declared a non-pecuniary interest as a trustee of the Melbourn Mobile Warden Scheme and as local Member in relation to the application from Whaddon Parish Council.

The Grants Advisory Committee authorised the Chair to sign, as a correct record, the minutes of the meeting held Friday 25 February 2022.

The Committee noted that a previous decision, made on 31 January 2021, provided £40,000 of previously ringfenced, but unspent funding from the Mobile Warden Scheme procurement exercise in 2020.

 

It was explained that the Gamlingay scheme had to close and returned £5,439.87, following cessation of the scheme in November 2021. It was noted that if Gamlingay wished to re-apply for funding of a Mobile Warden Scheme in the future that they would be able to do so.

 

The Grants Advisory Committee recommended to the Lead Cabinet Member for Finance to:

  1. Combine the amounts stated (£40,000 and £5,439.87) to provide continued financial support over an 18-month period (Oct 2022-March 2024) to help sustain new Mobile Warden Schemes, until such time that they become synchronised with the funding cycle and terms of the existing Mobile Warden Grant Scheme.

The Grants Advisory Committee reviewed all Community Chest applications received between 12 February 2021 and 8 March 2022. 

 

After consideration of these applications, the Committee recommended to the Lead Cabinet Member for Finance that:

 

1.    Steeple Morden Bowls ClubNXMHLTSR be approved and funded at the full amount requested of £1,199.53

2.    Linton Village Cricket ClubBSWKPJMV be approved and funded at the full amount requested of £1,225

3.    Carlton Parish Council XJCTSVST request of £440.09 is not funded but deferred as detailed below.

4.    Sew Positive GBWVCCSF be approved and funded at the full amount requested of £1,800

5.    Over Day centreGBWMGQBW be approved and funded at the full amount requested of £883.20

6.    Fen Drayton Village Hall Management CommitteePKVNMDVX be approved and funded at the full amount requested of £2,000

Criteria Review – Defibrilators

 

A decision was agreed to fund defibrillators under the Community Chest Grants. It was explained that only Parish Councils with 160 or fewer registered elections would be able to apply for funding, as per the Community Chest Guidance. Each applicant would also need to provide evidence of the ability to maintain the devices after purchase.

 

It was suggested that it would be sensible to undertake an audit of the coverage of defibrillators across the Parishes of South Cambridgeshire as part of the Community Planning.
