Noted the developers’ consultation report at Appendix A, affirmed the developers’ consultation process and agreed the outcomes of the developer-led consultation which concludes that “Waterbeach” should be the name of the new settlement in Waterbeach Parish, and that this will be inclusive of the existing village.

Minutes:

Cabinet received a report on naming the new town at Waterbeach. Councillor Bill Handley, Lead Cabinet Member for Community Resilience, Health and Wellbeing, introduced the report, noting the name of Waterbeach New Town following the public consultation would be ‘Waterbeach’, Councillor Dr. Tumi Hawkins, Lead Cabinet Member for Planning Policy and Delivery thanked the residents for identifying the name of the new development, and the collective identity for the two settlements.

 

After a very short discussion, Councillor Neil Gough closed the item and Cabinet:

Endorsed the approach set out this report and gave authority to Joint Director of Planning and Economic Development in consultation with the Deputy Leader and Lead Cabinet Member for Strategic Planning and Transport and Lead Cabinet Member for Transformation and Projects to amend the draft response to make reference to any additional issues that may be identified from the ongoing consultation process and to submit the response on behalf of the Council.

Minutes:

Cabinet received the consultation on the location of the Waste Water Treatment Works. Councillor Neil Gough, the Deputy Leader, introduced the report, mentioning the response for the second public consultation. Councillor John Williams, Lead Cabinet Member for Finance, expressed disappointment with the current proposals, highlighting the differences between the initial proposal, including the road access to the site and lack of modern technology, and the current one.

 

Councillor Heather Williams supported the Council’s response to the consultation but requested all Members should review the final draft before submission. Councillor Neil Gough requested that the draft be shared with Members and that it includes the comments from the design panel. It was also noted the final response would be published on the Council’s website.

 

Councillor Dr. Claire Daunton said that the current proposal fell short of the initial specification from Anglian Water and was concerned with lack of biodiversity.

 

Councillor John Batchelor, Lead Cabinet Member for Housing, noted the lack of landscaping options within the proposals. The Deputy Leader said the comments would be incorporated within the consultation response.

 

After a short discussion, Councillor Neil Gough closed the debate, thanked Officers for their work, and Cabinet:

Endorsed the draft formal response in Appendix 1 of this report and gave authority to Joint Director for Planning and Economic Development in consultation with the Deputy Leader and Lead Cabinet Member for Strategic Planning and Transport and Lead Cabinet Member for Transformation and Projects to make minor amendments to the consultation response as appropriate.

Minutes:

Cabinet received the Cambridge South Railway Station consultation response. Councillor Neil Gough, Deputy Leader, introduced the report, and the statutory response to the public consultation. Councillor Dr. Tumi Hawkins, Lead Cabinet Member for Planning Policy and Delivery, mentioned the lack of biodiversity within the current proposals.

 

Councillor John Williams, Lead Cabinet Member for Finance, was disappointed about the lack of biodiversity net gain for the wider project, and a lack of sustainable public transport to Addenbrookes Hospital. The Deputy Leader said the Council would continue to work with Addenbrookes hospital on the masterplan and would ensure the transport between the new station and the hospital would be included in the response.

 

Councillor Heather Williams supported the concerns about the biodiversity net gain but requested that firmer language be used within the consultation response.

 

After a short discussion, the Deputy Leader closed the discussion, and Cabinet:

a)    Endorsed the approach set out in this report and gave delegated authority to the Joint Director of Planning and Economic Development in consultation with the Lead Cabinet Member for Strategic Planning and Transport and Lead Cabinet Member for Transformation and Projects  to review and amend the response contained within the Local Impact Report, Written representations and Statement of Common Ground in response to further information that may be forthcoming from the scheme promoters.

b)    Requested the Leader of the Council to write to the Secretary of State for Transport, regarding the consultation process to date and the current engagement on the project.

Minutes:

Cabinet received the A428 Black Cat to Caxton Gibbet Widening consultation response. Councillor Neil Gough, Deputy Leader, introduced the report.

 

Councillor Dr. Tumi Hawkins, Lead Cabinet Member for Planning Policy and Delivery, welcomed the project, but was disappointed with the lack of communication with Highways England.

 

Councillor John Williams, Lead Cabinet Member for Finance, commented that Highways England had ignored the Council’s policy for being ‘Green to our Core’.

 

Councillor Brian Milnes, Lead Cabinet Member for Environmental Services and Licencing, noted further stakeholder meetings would be taking place, but the current consultation process was ignoring current Government guidance.

 

Councillor Heather Williams was supportive of the overall project but urged the Council to provide a robust response to the proposals and ensure the full project would meet the needs of residents.

 

The Deputy Leader proposed an amendment to recommendations, for the Leader of the Council to write to the Secretary of State regarding the current consultation process.

 

After a short discussion, the Deputy Leader closed the debate and Cabinet:
