Minutes:

APPROVAL contrary to the recommendation contained in the report from the Director of Development Services.  Members considered the proposal to be modest, proportionate to the scale of the existing dwelling, and that it would not adversely affect the Green Belt.  Accordingly, it would not offend the aims of Policy GB2 of the South Cambridgeshire Local Plan 2004.  While the application would have to be advertised as a departure from the Development Plan, officers did not consider it necessary to refer it to the Secretary of State.

DELEGATED APPROVAL contrary to the recommendation contained in the report from the Director of Development Services, subject to resolution of design, archaeology and landscaping issues and the removal of the pallet store currently on the site. Having visited the site, Members recognised the interests of sustainable tourism, the ability of landscaping to overcome the visual harm of the development, that the development would meet an unmet need for accommodation for coach parties and car based business people, that the development would compliment the adjacent travel lodge and the opportunity to secure removal of the pallet store currently on site.

 

Councillor J Williams declared a prejudicial interest by virtue of owning a Bed-and-Breakfast business in Ickleton that could be adversely affected by this development, and withdrew from the Chamber.

Minutes:

DELEGATED APPROVAL, contrary to the recommendation contained in the report from the Director of Development Services, subject to improvements to the design of the proposal along the lines of the Conservation Manager’s comments and the variation of the Section 106 Legal Agreement that currently links the adjacent annexe to Mill Farm House so as to link it to the approved dwelling.  Members considered that the building was worthy of preservation and the proposal involved an appropriate re-use of the building in terms of Planning Policy Statement 7 (Sustainable Development in Rural Areas) and Policy GB2 of the South Cambridgeshire Local Plan 2004.
