The Chairman will introduce the members of the Sub-Committee and the officers in attendance at the meeting.

 

A copy of the Licensing (2003 Act) Committee procedure is attached.

DECLARATIONS OF INTEREST

Decision:

Councillor Anna Bradnam declared a non-pecuniary interest as she had attended a meeting at the Boot Public House where there had been no charge for the room. It was noted that the applicant was not involved in the Public House at that time.

The application

The application for a premises licence on behalf of The White Brasserie Company, 106-108, High Street, Teddington TW11 8JD was received by the licensing section in accordance with the Licensing Act 2003. The requirements for advertising and displaying relevant notices were carried out in accordance with the Licensing Act 2003.

 

Background

 

The premise is in a village location positioned on the High Street, in a mixed use residential and business area. This application is for a new premises licence, however there is an existing licence currently in force held by Punch Taverns.

 

It is the stated intention that if this application is successful then the existing licence will be surrendered.

 

As part of the application process, no representations have been received from responsible authorities, however valid representations have been received from residents in the area.

 

Relevant representations

 

Written representations were received from Margaret and David Blackman, Derek Marston, Ashley and Hilary Gordon, Paul Harvey, Joanna Sheldon and Oliver Morley.

 

Observations:

The Sub Committee noted the amended hours offered by the applicant to accommodate the concerns of the interested parties. It was further observed that the amendments were broadly welcomed by interested parties attending. It was further observed that the applicants were seeking to establish a gastro-pub with no regulated music and the emphasis of the business would be fine dining.

 

The decision

Taking all the above into account, the Sub-Committee decided to AGREE the application with conditions.

 

At the hearing, the following representations were made and amendments to the operation hours offered by the applicant:

 

As amended in the Sub-Committee meeting the following was agreed and the hours will be:

·         Sale by retail of alcohol for consumption on and off the premises:-

·         Monday to Thursday 10.00 to 23.30

·         Friday & Saturday 10.00 to 00.00 (midnight)

·         Sunday 10.00 to 23.00

 

·         Late Night Refreshment (indoors only)

·         Monday to Thursday 23.00 to 00.00 (midnight)

·         Friday & Saturday 23.00 to 00.30

·         Sunday 23.00 to 23.30

 

·         Premises to be open to the public :-

·         Monday to Thursday 10.00 to 00:00 (midnight)

·         Friday & Saturday 10.00 to 00.30

·         Sunday 10.00 to 23.30

 

Conditions:

  1. Notices shall be posted close to any exit doors, including the kitchen door, and in the car parks reminding patrons that the premises are located in a residential area and requesting that they leave quietly.
  2. All premises doors and windows shall be kept closed from 10:30pm to 8am, except to allow access and egress from the premises or in emergencies. Doors to be soft and self-closing.
  3. No outside drinking or consumption of food between 10:30pm and 8am.
  4. The rear dining terrace to be cleared of patrons from 10:30pm to 8am.
  5. A mobile phone number of the designated premises supervisor and/or the duty supervisor to be provided to interested parties on request.
