The application The application for a premises licence on behalf of Cambourne Parish Council, High Street, Cambourne was received by the licensing section in accordance with the Licensing Act 2003. The requirements for advertising and displaying relevant notices were carried out in accordance with the Licensing Act 2003.
The premises are requesting the following: · Sale by retail of alcohol for consumption on and off the premises, provision of plays, provisions of films, provision of indoor sporting events, provision of live music, provision of recorded music, Provision for performance of dance. Provision of anything similar to live, recorded music or performance of dance:
· Monday to Thursday 18.00 to 23.00 · Friday 15.00 to 23.30 · Saturday 10.00 to 23.30 · Sunday 10.00 to 23.00 · Christmas Eve 12.00 (Midday) to 00.30 · New Years Eve 12.00 (Midday) to 01.30 · Any other declared Public Holiday 12.00 (Midday) to 23.00

Background
The premise is in a village location positioned on the Back Lane, in a residential area. The applicant has requested a licence to cover activities both inside the pavilion and the outfield of the cricket pitch.
As part of the application process no representations have been received for Responsible Authorities, however a valid representation has been received from a resident in the area.
Relevant representations
Written representation has been received from a local resident on the grounds of public nuisance.
At the hearing, the Sub-Committee was advised that the local resident that had made representations would not be attending the hearing due to unforeseen circumstances. He did not object to the hearing taking place in his absence. He produced a further email with representations that were admitted into proceedings by consent of all parties.
Observations
The Sub Committee noted the reduction of the number of hours for licensable activities offered by the Applicant.
It was further noted that the application included licensable activities to take place in the cricket pavilion outfield which the Sub-Committee considered to be a significantly large area and difficult to supervise licensable activity. Evidence was heard from the Applicant that events to take place in the outfield would be approximately two a year.
