The application

The application for a Premises Licence for The Hauxton Centre was received on 13 July 2020. The requirements for advertising and displaying relevant notices were carried out in accordance with the Licensing Act 2003.

 

The application is for the grant of a new Premises Licence for sale of alcohol for consumption on the premises. The requested days and times for Sale of Alcohol for consumption on the premises are as follows:

Background

The premises are currently under construction and can be found on the recreation ground, Church Road, Hauxton, Cambridge, CB22 5HS.

 

As required by the Licensing Act policy, the application was sent to all

responsible authorities for consultation as part of the licensing application

process.

 

Notification of the application was sent to 113 neighbouring properties.

 

The Blue Notice was correctly displayed, and a notice was placed in the

Cambridge Evening News on the 22 July 2020.

 

As part of the application process the applicant has been made aware of the representations.

Relevant representations

Representations have been received from the interested parties. A list was

sent to the applicant.

 

A representation was received from Environmental Health and this was sent

to the applicant.

 Observations:

The panel heard representations from the applicant who explained the nature of the business, how the premises are used, how daily operations work at the premises and how it is used for events at which alcohol is sold. The applicant explained the measures that were in place to prevent public nuisance, disorderly behaviour and consumption of alcohol by minors as there would be a designated premises supervisor at all events run by at the Hauxton Centre, regardless of the organiser of the event.

 

The applicant explained that the building would be mechanically ventilated and air conditioned, so no windows or doors would therefore be open when playing music. Although one small rear window faced onto residents from the ladies’ toilet, it does not open. The applicant acknowledged that the multiple extractor fans at the back of the building could cause noise, but that pleached trees and shrubs would be planted between these to the nearest boundary to reduce any noise that may be emitted.
