Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

Items of Interest from the Local Government Association (LGA)

Tackling worklessness: the co-design pilots

In supporting councils which are leading the way in testing new solutions in tackling worklessness, the LG Group has produced new resources on customer insight, cost benefit and value for money. The work of the co-design pilots is featured in the final Department of Work and Pensions report and is informing local thinking on Community Budgets and engagement with the Work Programme.

Launch of Local Government Inform

The Local Government Group is launching Local Government Inform (LG Inform) at this year’s Annual Conference on the 29 June 2011, at the Birmingham International conference centre. The launch will take place at 10.30am by the LG Group exhibition stand (outside the main auditorium). LG Inform is a new service and forms part of our new online offer. This free service is a practical response to the sector’s call for greater freedom to take responsibility for its own regulation and improvement. It allows anyone in the sector to access, compare and analyse data and present their findings. Councillors and council officers the length and breadth of the country need reliable, easily accessible information to help them make decisions about how their council and its partners serve local residents. Being able to quickly and easily analyse and compare performance with other councils and areas helps councillors and council officers understand how to increase productivity and optimise outcomes. LG Inform will be launched on 29 June 2011 as a stand-alone service and will be incorporated with the Knowledge Hub later in the year.

 

Local Government Challenge: the final beckons

Congratulations to all this year's Local Government Challenge contestants who have completed five challenges all over the country, from Durham to Dorset. The finalists in the competition have now been revealed! Watch the fifth challenge at Kent and Essex County Councils and see the battle to reach the final four on the Policy Review TV website.

The Rural Services Network is a group of over 250 service providers and local authorities working to establish best practice across the spectrum of rural service provision. Weekly Planning List

To view the list of planning applications submitted in the past seven days, please visit the Council’s on-line Planning Application Search.  Once the page has loaded, select the Planning Weekly List option to see planning applications determined or registered each week for the past ten weeks, or use the Search option to set your own criteria.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

EXECUTIVE DECISIONS TAKEN SINCE 22 June 2011

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

 

A list of decisions currently within the call-in period is available on the Council’s website.

 

Unless otherwise specified, the Democratic Services Section must be notified of any call in by Friday 1 July at 5 pm. All decisions not called in by this date may be implemented on Monday 4 July 2011.

 

Any member considering calling in a decision is requested to contact the Democratic Services Section to determine whether any relevant amendments have been incorporated.

 

The call in procedure is set out in full in Part 4 of the Council’s Constitution, ‘Scrutiny and Overview Committee Procedure Rules’

Government consultation on draft PPS Planning for Traveller Sites

The Northstowe & New Communities Portfolio Holder AGREED to respond to the government consultation on the draft new Planning Policy Statement (PPS) “Planning for Travellers” with the comments set out in Appendix 1 to the report, subject to the following amendments, the wording of which to be finalised by officers in consultation with the Portfolio Holder:

·                      A summary of this Council’s enforcement and appeals experiences under the heading “Other Matters”;

·                      Recognition that, as in the settled community, the travelling community was comprised of different groups, often with different needs, for which a single target might not be appropriate;

·                      To seek clarity whether the relationship between the number of pitches and plots and the size and density of the surrounding population (Policy B paragraph 9f) was positive or inverse; and

·                      To address minor typographical errors before submission.

 

Decision taken Thursday 23 June 2011 and published Friday 24 June 2011.  Call-in expires at 5 pm on Friday 1 July 2011.  Decision can be implemented from Monday 4 July 2011 if not called-in.

Government Consultation on Relaxation of Planning Rules for Change of Use from Commercial to Residential

The Northstowe & New Communities Portfolio Holder AGREED to respond to the government consultation on proposals regarding relaxation of planning rules for change of use from commercial (B use classes) to residential (C3 use classes) with the comments set out in Appendix 1 to the report, subject to the following amendments, the wording of which to be finalised by officers in consultation with the Portfolio Holder:

·                      When responding to Question E about whether or not the full range of possible issues has been identified, to include specific reference to the impact of the proposals on the Green Belt and on conservation areas; and

·                      To elaborate further on the impact on nearby commercial users of the presence of residential users.

 

Decision taken Thursday 23 June 2011 and published Friday 24 June 2011.  Call-in expires at 5 pm on Friday 1 July 2011.  Decision can be implemented from Monday 4 July 2011 if not called-in.

Northstowe and New Communities Portfolio: Performance Measures 2011/12

The Northstowe & New Communities Portfolio Holder AGREED in principle the proposed performance measurements identified in paragraphs 8-12 of the report and NOTED that these measurements could be revised mid-year as the programme evolved.
