Road Closures Due to A14 Improvement for Week Beginning Monday 7 September pdf icon PDF 257 KB

Please find attachedroad closures information for week commencing Monday 7 September in relation to the A14 Cambridge to Huntingdon improvement scheme.

 

Changes to A14 Cambridge to Huntingdon improvement scheme social media pages

 

With the main A14 Cambridge to Huntingdon scheme now open to traffic, its Facebook and Twitter pages have changed to become pages for the A428 Black Cat to Caxton Gibbet scheme.

 

There is still finishing work to be completed on the A14 project and there is ongoing work to improve links in Huntingdon town centre, so useful updates on the A14 will be displayed on the social media pages. For general information about the A14 Cambridge to Huntingdon scheme, you can:

A range of housing experts, developers and campaigners warn that the Government’s proposed planning shake-up will strip away the existing mechanism for supplying affordable housing without putting forward a clear alternative.

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search. 

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

Executive Decisions Taken Since Wednesday ...

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

Histon & Impington Village Design Guide Supplementary Planning Document - adoption

The Lead Cabinet Member for Planning agreed to adopt the Supplementary Planning Document.

 

This decision was first published on 8 September and so the deadline for call-in is 15 September at 5pm.

7.

Response to Anglian Water consultation on the Cambridge Waste Water Treatment Plant Relocation Project - Phase One Consultation

The Lead Cabinet Member for Planning agreed to confirm that the response set out in Appendix 1 of this decision should be made to Anglian Water on their Phase 1 consultation on the relocation of Cambridge Waste Water Treatment Plant.

 

This decision was first published on 4 September and so the deadline for call-in is 5pm on 11 September.

8.

2019/2020 Provisional General Fund Revenue and Capital Outturn

Cabinet:

 

(a)       Acknowledged the 2019/2020 general fund revenue outturn position and the net underspend (after income from Taxation and Government Grants) in the year of £4.665m and the explanations provided for the variances compared to the approved 2019/2020 revenue budget;

(b)       Acknowledged the consequent increase in the General Fund as of 31 March 2020 of £4.665m to around £16.5m;

(c)       Recommended to Full Council a General Fund Revenue Carry Forward in the sum of £30,000.

(d)       In relation to the Capital Programme:

(i) Noted the 2019/2020 capital budget outturn of £42,302 million;

(ii) Recommended to Full Council the carry forwards of £2.081 million in relation to General Fund capital projects due mainly to slippage.

(iii) Recommended to Full Council additional funding of £105,000 from earmarked reserves to meet the expected cost of the Lighting renewal programme.

(iv) Noted that a full review of the Capital Programme will be submitted to Cabinet at its October 2020 meeting to include rephasing of the existing programme and new Capital bids for the next budget cycle.

9.

2020/2021 Revenue and Capital Budget Monitoring

Cabinet:

 

(a)       Acknowledged the forecast 2020/2021 revenue outturn position against the approved revenue budget shown in Appendix C, the projected major variances with reasons for these variances and the action being taken to address the underlying issues;

(b)       Acknowledged the latest Capital Programme 2020/2021 to 2024/2025 position [and variances, if any] as shown in Appendix D.

Housing Revenue Account (HRA), General Fund, Revenue and Capital Budget Provisional Outturn 2019/2020

Cabinet:

 

(a)       Noted the 2019/2020 revenue outturn position and the net underspend in the year of £2.001 million, and the explanations provided for the variances compared to the approved 2019/2020 revenue budget;

(b)       Noted the overall reduction in the Housing Revenue Account balance as at 31 March 2020 to £5.358 million;

(c)        Recommended to Full Council the Housing Revenue Account Revenue Budget Carry Forwards in the sum of £0.020 million, in relation to tenant participation;

(d)       In relation to the Capital Programme:

(i) Noted the 2019/2020 capital budget outturn of £22,647 million;

(ii) Recommended to Full Council the carry forwards to 2020/21 of £1.611 million in relation to HRA Housing improvements due mainly to slippage.

(iii) Recommended to Council the bringing forward of £1.530 million from 2020/21 in relation to HRA housebuilding during 2019/20, due to works being ahead of expectations.

(iv) Noted that a full review of the Capital Programme will be submitted to Cabinet at its October 2020 meeting to include re-phasing of the existing programme and new Capital bids for the next budget cycle.
