Please find attached the agenda for the Cambridgeshire Local Council’s Conference 2019, which will be held at the Marriot Hotel in Huntingdon on Friday 8 November from 9am to 3:45pm.

 

This event is for councillors and clerks from parish, town, District and County councils and will provide an opportunity to develop a new approach to put communities first and build on the existing strengths of local places and people.

 

The event is being organised by Cambridgeshire ACRE in association with the Cambridgeshire and Peterborough Association of Local Councils, the Society of Local Council Clerks Cambridgeshire branch, the County’s District Council’s and Cambridgeshire County Council.

Thermal Imaging Camera for Hire

With winter fast approaching and increased heating required it is surprising what savings can be made by putting in simple insulation measures to reduce heat losses and draughts. A Thermal imaging camera will help identify these heat losses and can be borrowed for free by emailingThermal.Imagery@scambs.gov.uk  or contacting the call centre on  03450 450 063. Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE WEDNESDAY 2 OCTOBER 2019

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

9.

Corporate Asset Plan

Cabinet approved and adopted the Corporate Asset Plan 2020-2024 attached as Appendix A attached to the report from the Interim Director of Finance.

 

This decision was first published on Friday 4 October and so the deadline for call-in is Friday 11 October at 5pm.

10.

Bourn Airfield Supplementary Planning Document

Cabinet:

 

(a)  considered the main issues raised in the public consultation, and the comments of Scrutiny and Overview Committee;

(b)  agreed responses to the representations received and agreed consequential proposed changes to the SPD as set out in the Consultation Statement and Schedule of SPD Changes (attached as Appendices A and B to the report from the Joint Director of Planning and Economic Development);

(c)  subject to (a), adopted the amended Bourn Airfield New Village SPD; and

(d)  delegated to the Joint Director of Planning and Economic Development in liaison with the Deputy Leader, the authority to make any necessary editing changes to the SPD prior to publication including to the figures and spatial framework diagram to ensure consistency with the agreed text of the SPD.

Councillor appointment to A505 Royston to Granta Park Strategic Growth and Transport Study Steering Group

Cabinet:

 

a.    appointed Councillors Peter McDonald (Liberal Democrat). Peter Topping (Conservative) and Aidan Van de Weyer (Liberal Democrat) to the A505 Royston to Granta Park Strategic Growth and Transport Study Member Steering Group and:

b.    appointed Councillors Henry Batchelor and Brian Milnes (both Liberal Democrats) as substitutes;

c.    at Councillor Peter Topping’s request, declined to appoint a Conservative substitute; and

d.    requested that officers ask Cambridgeshire County Council whether meetings of the Steering Group would be held in public.

12.

Community Chest Funding Applications (September 2019)

The Lead Cabinet Member for Finance concurred with the recommendations made by the Grants Advisory Committee regarding three Community Chest Grant Applications and AGREED to award the following grants:

·         £1,000 to Coton Village Hall

·         £1,000 to 1st Papworth Scouts Group

·         £495 to Gamlingay School’s Out Club

13.

Council Grants Programme

The Lead Cabinet Member for Finance concurred with the recommendations made by the Grants Advisory Committee on 27 September 2019 and:

 

AGREED that

 

(a)  Existing funding from the Elite Athletes Award Scheme be transferred to the Community Chest Grant, namely for 2018/19 and 2019/20 holding a value of £20,000, and a decision on the permanent allocation of this fund, be made before the end of the financial year.

 

(b)  6-monthly reporting by funded organisations of the Service Support Grants Programme be limited to organisations that are funded in excess of £15,000 per year, or by request of the GAC.

 

This decision was first published on Tuesday 8 October and so the deadline for call-in is 5pm on Tuesday 15 October.

14.

Appointment of Business Champion

The Leader appointed Councillor Peter McDonald as the Council’s Business Champion.

 

This decision is an appointment by the Leader and so cannot be called in.
