The Committee refused the application for the reasons set out in the report from the Corporate Manager (Planning and New Communities)  and because the design and scale of the proposed development would fail to preserve or enhance the character and appearance of the Conservation Area. In addition the proposal exceeds the number of dwellings identified as acceptable on a greenfield site in a Group Village in Policy ST/6 of the Core Strategy.

The Committee gave officers delegated powers to approve the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities), subject to clarification of financial contributions and highways issues.  Members agreed the reason for approval as being that need for the development outweighs any harm to the surrounding heritage assets.

The Committee gave officers delegated powers to approve the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities), subject to clarification of financial contributions and highways issues.  The Committee agreed the reason for approval as being that need for the development outweighs any harm to the surrounding heritage assets. As a result, the Committee was satisfied that there was no conflict with the South Cambridgeshire Local Development Framework 2007, particularly Policies CH/4 and DP/3.

 

Councillor Sebastian Kindersley declared a personal interest because he is Cambridgeshire County Councillor for the Electoral Division of Gamlingay, which includes the Parish of Great Eversden.  Over the years, he has in such capacity attended site visits, and meetings of Great and Little Eversden Parish Council at which this application site had been considered.  He was now approaching the matter afresh.
