The Committee authorised the Chairman to sign, as a correct record, the Minutes of the meeting held on 7 August 2013, subject to the correction of a typographical error.

The Committee deferred the application so that officers could negotiate further with the applicant over the terms of the Section 106 Legal Agreement, and clarify the precise nature of the ‘Live / Work’ units.

Dr. Chris Howlett (Papworth Everard Parish Council) addressed the Committee.

Members visited the site on 3 September 2013.  The Committee deferred the application so that officers could negotiate further with the applicant over the terms of the Legal Agreement under Section 106 of the Town and Country Planning Act 1990, and clarify the precise nature of the ‘Live / Work’ units.

The Committee gave officers delegated powers to approve the application subject to any adverse impact on the amenity of neighbours being addressed satisfactorily by Condition, the Conditions referred to in the report from the Planning and New Communities Director, an additional Condition restricting deliveries to and collections from the site to between 8.00am and 6.00pm Monday to Friday and between 8.00am and 1.00pm on Saturday (with no deliveries or collections at all on Sunday) unless in accordance with a noise management scheme to be agreed with the Local Planning Authority.

Dawn Hill (objector), John Dadge (applicant’s agent), Douglas Smart (applicant) and Dr. Chris Howlett (Papworth Everard Parish Council) addressed the meeting.
