Chair's announcements

Minutes:

For the benefit of members of the public viewing the live webcast of the meeting, the Chair introduced Committee members and officers in attendance.

 

He explained that this meeting of the Planning Committee was being held virtually and asked for patience bearing in mind the challenges posed by the technology in use and by the new meeting skills required.

 

The Chair confirmed that the Planning Committee would continue with the practice of recording votes unless a resolution could be reached by affirmation. He explained the process he would follow in a virtual meetings environment.

 

He confirmed that the meeting was quorate but informed members of the public that, if a Committee member was absent for any part of the presentation of or debate about an agenda item then that member would not be allowed to vote on that item.

Apologies

To receive apologies for absence from committee members. 

Minutes:

Councillors Pippa Heylings and Richard Williams sent Apologies for Absence and were substituted respectively by Councillors Henry Batchelor and Sue Ellington.

 

In the absence of Councillor Heylings, and by affirmation, the Committee appointed Councillor Brian Milnes as Vice-Chair of the meeting.

Declarations of Interest

 

1.         Disclosable pecuniary interests (“DPI”)

A  DPI is where a committee member or his/her spouse or partner has any kind of beneficial interest in the land under consideration at the meeting.

 

 2.        Non-disclosable pecuniary interests

These are interests that are pecuniary involving a  personal financial benefit or detriment but do not come within the definition of a DPI.  An example would be where a member of their family/close friend (who is not their spouse or partner) has such an interest.

 

3.         Non-pecuniary interests

Where the interest is not one which involves any personal financial benefit or detriment to the Councillor but arises out of a close connection with someone or some  body /association.  An example would be membership of a sports committee/ membership of another council which is involved in the matter under consideration.

S/3835/19/RM - Caldecote (Land To The West Grafton Drive, Highfields Caldecote) pdf icon PDF 741 KB

 

Approval of matters reserved for appearance landscaping layout and scale following outline planning permission S/2764/16/OL for residential development of up to 58 dwellings with associated infrastructure landscaping and public open space. The outline application was not subject to an Environmental Impact  Assessment (EIA).

Decision:

By ten votes to nil, with one Member not voting, the Committee approved the application subject to

 

1.    An additional Condition requiring the applicant to submit to the Local Planning Authority a statement detailing the species of trees to be planted on site;

 

2.    An additional condition requiring details of tree protection measures for existing trees on the site;

 

3.    An additional Condition requiring the applicant to arrange for an Ecological Clerk of the Works to be present on-site during clearance of that site to establish the presence or otherwise of breeding Great Crested Newts; and

 

4.    The Conditions and Informatives set out in the report from the Joint Director of Planning and Economic Development

 

the precise wording of the Conditions and Informatives referred to in 1, 2, 3 and 4 above being agreed by officers in consultation with the Chair of Planning Committee and Vice-Chair of this meeting.

 

Councillor Dr. Martin Cahn joined the meeting during consideration of this item. While he took part in the debate, Councillor Cahn did not vote.

Minutes:

The case officer gave a detailed presentation of the process followed regarding this application. She summarised the involvement of the South Cambridgeshire District Council Design Enabling Panel, and referred Members to several proposed Conditions, including Conditions 4 and 5. Members noted that the drainage objection had been withdrawn, and that various observations had been made during consultation.

 

Mike Walker (for the applicant) and Councillor Dr. Tumi Hawkins (local Member) addressed the meeting.

 

During the ensuing debate, Members expressed concern at the apparent lack of consultation locally, including with Caldecote Parish Council, but did acknowledge the amount of engagement between the applicant, Council officers and the Design Enabling Panel, and the applicant’s efforts to observe the aspirations contained in the Village Design Guide. There were opportunities for children to play outdoors, but there were concerns about some of the distances between dwellings. Car parking, and the lack of bungalows.

 

By seven votes to three, the Committee agreed to impose Conditions relating to trees, and the protection of Great Crested Newts if found on site.

 

On a planning balance, and by ten votes to nil, with one Member not voting, the Committee approved the application subject to

Outline planning permission with all matters reserved except for access for the demolition of the existing house and the erection of five dwellings

Decision:

By affirmation, the Committee deferred the application without debate to allow time for the applicant to amend the red line application boundary to include all areas of the access required to undertake the proposed development.

 

Councillor Dr. Martin Cahn was not present and was not part of the affirmation.

Minutes:

Upon the proposal from Councillor John Batchelor, seconded by Councillor Anna Bradnam, and by affirmation, the Committee deferred the application without debate to allow time for the applicant to amend the red line application boundary to include all areas of the access required to undertake the proposed development.

7.

Decision:

By affirmation, the Committee agreed

 

1.    That, as Order Making Authority, South Cambridgeshire District Council should approve the proposed diversion of Public Footpath No. 5 in Wimpole as meeting the legislative tests set out in Section 257 of the Town and Country Planning Act 1990; and

 

2.    That Cambridgeshire County Council be directed to make an appropriate Order as agents for South Cambridgeshire District Council.

Minutes:

The Committee considered a report from Cambridgeshire County Council’s Asset Information Definitive Map Manager about the proposed diversion of Public Footpath number 5 in Wimpole.

 

There had not been any objections raised.

 

By affirmation, the Committee agreed

 

1.    That, as Order Making Authority, South Cambridgeshire District Council should approve the proposed diversion of Public Footpath No. 5 in Wimpole as meeting the legislative tests set out in Section 257 of the Town and Country Planning Act 1990; and

 

2.    That Cambridgeshire County Council be directed to make an appropriate Order as agents for South Cambridgeshire District Council.
