The application

The application for a Premises Licence for The Manor Barn was received on 7 July 2020. The requirements for advertising and displaying relevant notices were carried out in accordance with the Licensing Act 2003.

 

The application is for the grant of a new Premises Licence for sale of alcohol for consumption on and off the premises. The requested days and times for Sale of Alcohol for consumption on and off the premises are as follows:

Background

The premises is on Washpit Lane, Harlton which is on the edge of

the village.

 

As required by the Licensing Act policy, the application was sent to all

responsible authorities for consultation as part of the licensing application

process.

 

Notification of the application was sent to 94 neighbouring properties.

 

The Blue Notice was correctly displayed, and a notice was placed in the

Cambridge Evening News on the 23 July 2020.

Relevant representations

Written representations were received from Environmental Health and 17 interested parties. The applicant’s response to the representations was received on 30 July 2020 and this response was sent to the interested parties along with the Environmental Health representation. Three of the written representations were withdrawn.

 

 Observations:

The panel heard representations from the applicant who explained the nature of the business, how the premises are used, how daily operations work at the premises and how it is used for events at which alcohol is sold. The applicant explained the measures that were in place to prevent public nuisance and disorderly behaviour. She explained that there had been no formal noise complaints made against the venue, or health & safety concerns.

 

The applicant informed the committee that they had applied for an off-licence application so that alcohol purchased specifically for the event could be bought back by families or groups afterwards. Stall-holders also wished to sell items such as locally produced cider at other types of events.

The applicant acknowledged that noise and sound leakage could be an issue as highlighted in the representations. To deal with this the company had obtained listed building consent to insulate the walls & roof to reduce sound leakage. Advice was sought to identify the most appropriate insulation to achieve this.
