The New Communities Portfolio Holder adopted the New Communities Service Plan 2009-10 to 2011-12 subject to the following
· Key Partners to include Cambridgeshire Horizons and Cambridgeshire Together (Section 2(c))
· ‘relocation of Cambridge Airport. To become ‘non-relocation of Cambridge Airport (Threat)
· Resources levels (Threat) to make specific reference to the number of vacancies at senior officer level
· Threats to include specific reference to the uncertainty caused by ongoing delays in the development of Northstowe
· Resources (Section 6) to include capital grants
· Value for Money overview (Section 7) to become ‘identify revenue ‘core budget’ savings of approximately £225K for 2010/11
· Workforce Overview (section 8) to be amended to identify other joint posts within the service including the Community Technical Manager and Affordable Housing Officer
· Equalities Overview (section 9) to make specific reference to the delivery of Gypsy and Traveller sites within the growth sites
The Finance Portfolio Holder AGREED the Local Land Charge Service Service Plan 2009/10.
The Finance Portfolio Holder AGREED the service plan for the Legal & Land Property Surveyor Service 2009/2010.
The Environmental Services Portfolio Holder approved the Health and Environmental Services Service Plan for the period from 2009-10 to 2011-12.
The Finance Portfolio Holder
AGREED The Finance and Support Services Service Plan, with the exception of the Operational and Improvement Plan from Legal, which had not been included in the Plan.
It was noted that to avoid unnecessary delay the Finance Portfolio Holder planned to agree the Operational and Improvement Plan from Legal prior to his next portfolio holder meeting.
The Staffing Portfolio Holder AGREED the Service Plan for HR & Payroll Service 2009/10 to 2011/12.
The Policy, Improvement and Communications Portfolio Holder,
AGREED the Service Plan for Community and Customers Services 2009/10 to 2011/12, subject to amendments to be made by the interim Corporate Manager for Community and Customer Services.
The Planning Portfolio Holder and the New Communities Portfolio Holder
AGREED the Service Plan for the Planning & Sustainable Communities Service 2009/10 to 2011/12, subject to minor amendments to be made by the Corporate Manager – Planning and Sustainable Communities.
The Housing Portfolio Holder AGREED the Affordable Homes Service Plan.
Subject to minor wording amendments identified at the Portfolio Holder’s meeting, the Housing Portfolio Holder ENDORSED in principle the HRA Business Plan and its appendix the Five Year Housing Maintenance Plan.
