07/10/2015 - S/1474/15/FL- Histon (Red Lion Public House, High Street)

The Committee approved the application subject to the Conditions and Informatives set out in the report from the Planning and New Communities Director, and additional Conditions requiring attention to land levels, physical separation between the Red Lion Public House and proposed Guest Accommodation Block, and a fence along the eastern boundary.

The Committee approved the application subject to the applicant paying the Council’s costs in preparing, and completing, a Deed of Variation of the Section 106 Legal Agreement relating to a contribution towards community infrastructure, a Section 106 monitoring fee and refuse bin fee, additional to the original obligation to contribute to the provision of off-site public open space, and to the Conditions referred to in the report from the Planning and New Communities Director.

03/12/2010 - S/1539/10 - Histon, Land to the south of 102 Cottenham Road

 For the reason set out in the report from the Corporate Manager (Planning and New Communities), the Committee agreed to vary Condition 4 of Application.S/1318/09/F so as to state as follows:

                    

Prior to the occupation of the dwelling, hereby approved, the Silver Birch and Acer Drummondi shall be planted in accordance with the tree planting scheme as shown on drawing ref.SCDC1 and date stamped 9th September 2010. If within a period of five years from the date of the planting, or replacement planting, any tree is removed, uprooted or destroyed or dies, another tree of the same species and size as that originally planted shall be planted at the same place, unless the Local Planning Authority gives its written consent to any variation.

09/04/2010 - S/1421/09/F - Histon & Impington (Land to the South-east of 58a & 59 St Audrey's Close)

The Committee refused applications S/1422/09/F and S/1424/09/: Reason:  the proposed variation will leave a stretch of land with no noise barrier, which is contrary to condition 8 of the Planning Permission for the Guided Busway Order, and will result in harm to the amenities of occupiers of dwellings at St Audreys Close through noise disturbance.

 

The Committee approved applications S/1421/09/F and S/1423/09/F subject to the variation of Condition PC8 and a unilateral undertaking securing maintenance of the woodland immediately adjacent to the Guideway.

 

The Committee gave officers delegated powers to approve application S/0109/10/F, subject to satisfactory resolution of the Landscape Design and Ecology Officers’ concerns (including any additional necessary planning conditions), comments of the Environmental Health Officer, the prior completion of a unilateral undertaking (S106) and the conditions referred to in the report.

04/12/2009 - C/6/9/1A - Histon And Impington (Station Road)

The Committee gave officers delegated powers to discharge Condition 5 in relation to details of the lighting system for the Histon and Impington bus stops, subject to the receipt of satisfactory details of lights and shields, and an acceptable solution to the glare from bus shelter lights on the Cambridge-bound Histon/ and mpington stop (Pepys Terrace side).  In the absence of such details and solution, Members instructed officers to prepare another report for consideration at a future Planning Committee meeting.

The Committee deferred this matter to allow further negotiations to take place between officers, Histon and Impington Parish Councils, all affected residents, and the three local Members, with a further report being presented to a future meeting for Members’ determination.

The Committee refused the application contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities).  Reasons: The size, siting, design and massing of the proposal and the inability to provide adequate landscaping along the south east boundary of the site would be detrimental to the residential amenities of adjoining occupiers in Burkett Way by reason of being overbearing and loss of outlook . The proposal would therefore be contrary to Policies DP/3 and DP/7 of the South Cambridgeshire Local Development Framework Development Control Policies DPD which seek to protect residential amenity".

Upon the casting vote of its Chairman, the Committee gave officers delegated powers to approve the application, subject to adequately addressing flood risk, receipt of a revised location plan showing all of the plots to be served by the building within the red line area, service of appropriate notices on the other land owners affected and receipt of revised plans including the chimney, and to the Conditions referred to in the report from the Corporate Manager (Planning and Sustainable Communities).

Members instructed officers to seek independent highways advice should the Local Highways Authority not support the view about highway safety.  Should that view be supported either by the Local Highways Authority or by independent advisers, highway safety would be cited as a third reason for refusal.

 

Members voted unanimously to take enforcement action and instructed officers to set a compliance period of six months.
