WHITTLESFORD: Planning Applications

16/10/2020 - 20/02881/FUL - Whittlesford (Factory, 84 Duxford Road)

By ten votes to nil, the Committee refused the application contrary to the recommendation in the report from the Joint Director of Planning and Economic Development. Members agreed the reasons for refusal as being

 

1.     That the proposed development site lay outside the development framework and was therefore not consistent with Policies S/7 and S/10 of the South Cambridgeshire Local Plan 2018; and

 

2.     That the development would result in the loss of an employment site, contrary to Policy E/14 of the South Cambridgeshire Local Plan 2018, and there was insufficient evidence that the existing factory had been marketed in a suitable manner.

 

(Councillor Bradnam did not vote.)

By affirmation, the Committee approved the application subject to the Conditions and Informatives set out in the report from the Joint Director of Planning and Economic Development.

 

Councillors Ellington, Rippeth and Roberts had left the meeting so were not part of the affirmation.

The Planning Committee unanimously refused the application for the reasons set out in the report from the Joint Director of Planning and Economic Development.

The Committee approved the application, subject to the Conditions set out in the report from the  Head of Development Management.


12/07/2016 - S/0746/15/OL - Whittlesford,( Lion Works, Station Road West)

The Committee approved the application subject to

 

1.     The prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 reflecting the developer contributions set out in Appendix 1 (circulated at the meeting) and required to make the development acceptable in planning terms; and

 

2.     The Conditions set out in the report from the Planning and New Communities Director.

The Committee approved the application subject to

 

1.     The prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 reflecting the developer contributions set out in Appendix 1 (issued as a supplement) and required to make the development acceptable in planning terms in accordance with Policy DP/4 of the South Cambridgeshire Local Development Framework 2007 and Paragraph 204 of the National Planning Policy Framework;

 

2.     The Conditions set out in the report from the Planning and New Communities Director; and

 

3.     An additional Condition requiring all the estate roads to be be built to an adoptable standard.

The Committee gave officers delegated powers to approve the application, subject to

1.         the prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 securing the following financial contributions:

·         £2,244.90 (index linked) towards the improvement of existing public open space in Whittlesford in compliance with Policy SF/10 of the South Cambridgeshire Local Development Framework 2007 (LDF).

·         £371.00 (index linked) towards the provision of new facilities or the improvement of existing facilities in compliance with Policy DP/4 of the LDF.

·         £69.50 per dwelling towards the provision of household waste receptacles.

2.         The removal of Permitted Development Rights.

3.         The Conditions set out in the report from the Planning and New Communities Director.

The Committee approved the application, subject to the prior completion of a revised Section 106 Legal Agreement as specified in paragraph 22 of the report from the Corporate Manager (Planning and New Communities), and to the Conditions set out in that report.
