COTON: Planning Applications

13/04/2017 - S/3236/16/FL - Coton (Sadler Barn,Land North of Whitwell Way)

The Planning Committee approved the application contrary to the recommendation in the report from the Joint Director for Planning and Economic Development. Members agreed with the officer report that the development would amount to inappropriate development in the Green Belt and other limited harm to the openness and rural character of the area.  They considered that, collectively, the justification put forward by the applicant for the proposal amounted to very special circumstances that would clearly outweigh the in principle harm and other identified harm to the Green Belt in this specific case. In summary, the very special circumstances amounted to the limited  harm the scheme would have to the landscape given that prior approval consent had already been granted for the conversion of the original building on the site which was of a similar size and because the structural condition of that building had unforeseeably led to it being demolished  The proposal was therefore considered to be acceptable in accordance with paragraph 88 of the National Planning Policy Framework.Members agreed that appropriate safeguarding Conditions should be attached to the planning consent, including the removal of Permitted Development Rights.


03/10/2014 - S/1458/14/FL - Coton (57 The Footpath)

The Committee gave officers delegated powers to approve the application, subject to the prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 securing a financial contribution towards the provision and management of public open space, and the provision of new community facilities or the improvement of existing ones, and the Conditions and Informatives referred to in the report from the Planning and New Communities Director.


05/08/2011 - S/0978/11 - Coton, 75 The Footpath

 The Committee approved the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities).  Members agreed the reason for approval as being that the proposal was not out of character with its surroundings and would not dominate the street scene.


05/02/2010 - S/1508/09/F & S/1509/09/LB - Coton (66 High Street)

The Committee approved applications S/1508/09/F and S/1509/09/LB contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities).  Reason:  The proposal would not detract from the special character and appearance, or erode the historic plan and form, of the listed building.  Despite the cumulative effect of the extensions, the original character of the rear elevation would not be lost and no harm would be caused by an additional extension.  The proposal would not dominate the rear elevation of the property, either visually or physically.   As such, it would not significantly or detrimentally change the appearance of the building.   Design of the proposed extension and, in particular, the roof form, was not considered inappropriate or out of keeping with the simple character of the rear elevation.   Members considered the proposal to be consistent with Policies CH/3 and CH/4 of the South Cambridgeshire Local Development Framework 2007 and not contrary to the advice in paragraph 3.4 of Planning Policy Guidance Note 15.

The Committee approved the application subject to the Conditions referred to in the report from the Corporate Manager (Planning and Sustainable Communities) and to an additional condition requiring details of external materials.

Refused contrary to report for reasons of design, access and parking provision.
