The Committee gave officers delegated powers to take action in accordance with Section 219 of the Town and Country Planning Act 1990, and appoint Contractors to carry out the required work and, upon completion of that work, to recoup South Cambridgeshire District Council’s costs from the person subject of the enforcement by placing a charge on that person’s property.
The Committee deferred the determination of this application until the meeting on 5 September 2012 in order to allow Committee members to be fully appraised of the technical evidence available to South Cambridgeshire District Council, and to enable the commissioning of an Independent Structural Engineer to assess the cause of the issues being encountered by the Old Rectory.
The Committee approved the application as amended by plans date stamped 5 March 2012, subject to the Conditions set out in the report from the Corporate Manager (Planning and New Communities).

Members agreed the reason for approval as being that the proposal’s benefit outweighed any planning harm that might be caused to the Grade II Listed Building known as Fullers Hill Farmhouse. The proposal was not considered therefore to conflict with Policies CH/3 or CH/4 of the South Cambridgeshire Local Development Framework 2007 or with policies contained within Planning Policy Statement 5.
The Committee refused the application contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities). Reasons: adverse impact on the amenities of neighbours, holding objection relating to flooding and, if supported by independent highways evidence, highway safety.
The Committee deferred the application for a site visit.
