MELDRETH: Planning Applications

08/08/2018 - S/0971/18/OL - Meldreth (Land south of Whitecroft Road)

Members visited the site on 10 July 2018.

 

This application had been referred to the Planning Committee by the Chairman’s Delegation meeting.

 

Helen Keeble (objector), Philip Kratz (applicant’s agent) and Councillor Rob Searle (Meldreth Parish Council) addressed the meeting. Members heard about the impact on neighbour amenity and the fear of further development. They learnt that the intention was to keep the access road private. This would allow it to be narrower than would otherwise be the case, and thus leave more room for landscaping.

 

Following a short debate, the Committee refused the application, contrary to the recommendation in the report from the Joint Director for Planning and Economic Development, by seven votes to nil, with three abstentions. Members agreed the reasons for refusal as being that the application was contrary to Policies DP/7 (Development Frameworks) of the Local Development Framework Development Control Policies (Development Plan Document 2007 and ST/6 (Group Villages) of the Local Development Framework Core Strategy Polices 2007, and to the equivalent Policies (S/7 and S/10) of the emerging Local Plan submitted in 2014.

 

Councillors John Batchelor, Handley, Heylings, Rippeth, Roberts, Heather Williams and Wright voted to refuse the application. Councillors Cahn, Hawkins and Milnes abstained.

The Committee refused the application contrary to the recommendation in the report from the Joint Director for Planning and Economic Development. Members agreed the reasons for refusal as being the proposed development’s lack of sustainability (its isolation from the village of Meldreth, its distance from village facilities, and the absence of public transport) and encroachment into the countryside.

The Committee approved the application subject to the Conditions set out in the report from the Planning and New Communities Director, Meldreth Parish Council being consulted about all aspects of the landscaping requirements.

The Committee deferred the application and instructed officers to enter into negotiations with the applicant and Meldreth Parish Council with a view to addressing local concerns about, among other things, the extent of the solar farm (by deleting from the proposal part or all of the southern field).

The Committee gave officers delegated powers to approve the application subject to relocation of the open space area within the site and its offer to Meldreth Parish Council, and the Conditions referred to in the report from the Planning and New Communities Director including a Condition requiring completion, before first occupation of any of the four new plots, of a footpath allowing access from the site into Meldreth without users having to walk along a significant stretch of carriageway,

The Committee gave officers delegated powers to approve the application subject to best endeavours being used to develop a set of Conditions that will address, among other things, the issue of noise nuisance caused by the nearby storage and distribution depot.


08/03/2013 - S/2603/12/FL - Meldreth (Bury Lane Fruit Farm, Bury Lane)

The Committee approved the application contrary to the recommendation in the report from the Planning and New Communities Director.  Members agreed the reasons for approval as being the sustainability and educational benefits of a local facility, and gave officers delegated powers to determine appropriate safeguarding Conditions.

The Committee approved the application subject to the Conditions set out in the Update report from the Corporate Manager (Planning and New Communities) and additional Conditions to alleviate the effects of increased traffic flow and prohibiting the carrying out of any construction work during the bird breeding season.

The Committee indicated that, had it been determining this application, the submitted layout plan date stamped 14 August 2009 would not have been considered as acceptable because of the lack of provision and ability to secure a safe pedestrian route from the site to the village of Meldreth.

The Committee refused the application contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities).  Reasons: Intensification resulting in the need to provide a safe pedestrian route towards the village contrary to policy DP/3 of the South Cambridgeshire Local Development Framework 2007, and the premature nature of the application in the context of the emerging Gypsy and traveller Development Plan Document.
