Council RESOLVED to adopt the revised Statement of Licensing Policy.
The Leader RECOMMENDS to Council on 25 November 2010 that the revised Statement of Licensing Policy be adopted.
The Licensing Committee (2203 Act) RECOMMENDS to the Leader and subsequently to full Council that the revised Statement of Licensing Policy be adopted.
Other Options Considered:
(a) That the Policy is adopted in its current form
(b) That the Policy is not adopted in its current form
(c) That the Policy is adopted without amendments
Reason for Decision: Failure to adopt a revised Policy would result in the Council failing in its statutory duties under the Licensing Act 2003.
The Leader APPROVED the draft Licensing Policy for consultation.
Reason
It is a statutory requirement that the Licensing (2003 Act) Policy is reviewed by the Council every three years.
The Licensing Committee RECOMMENDS to the Leader of the Council, the draft Licensing Policy, as amended at the meeting, in order to commence the consultation process.

“South Cambridgeshire District Council will consider where appropriate, the licensing of public open spaces for events that are not covered by temporary event notices” |

(c) That the appointment of a lawyer would be the subject of a future Cabinet report.
Agreed the draft Licensing Policy for public consultation.
To approach both the Chairmen of the Council and of Scrutiny and Overview Committee to agree that the decision to consult on the draft policy was both reasonable and urgent under Section 12.16 of the Scrutiny and Overview Committee Procedure Rules and as such should not be subject to the call-in arrangements. The Democratic Services Manager to be informed of the outcome of the approach so that the decision could be published in accordance with the Constitution.
