The Licensing Committee refused the request by Grantchester Parish Council for the street of Broadway in Grantchester, to be designated a Consent Street under The Local Government (Miscellaneous Provisions) Act 1982. Members agreed the reasons for refusal were:
· The committee took account of the representations made both in favour and against designation of Broadway as a Consent Street.
· The committee considered that the public consultation had not demonstrated overriding reasons to support the Parish Council’s request.
· No responsible authority had objected to pop-up food vans trading on Broadway.
· The Committee took account of the representation made by the publican of the Blue Ball Inn, which stated that as the pub had a kitchen their intention was not to have a monthly pop-up food van and suggested that this may instead occur once every couple of months. The Committee also noted that it was indicated in the representation, that the last pop-up van on Broadway had been some time ago.

The application
To consider a request from Grantchester Parish Council for all Broadway to be designated a consent street under the Local Government (Miscellaneous Provisions) Act 1982.
Background
A request from the Parish Council was received on 13th February 2017 to designate Broadway, Grantchester consent street status to control street trading on this road. There has been a recent history of a street trader parking up on the Broadway to prepare and sell food. Because of the restricted width of the road and the size of the trailer, there have been issues with the vehicle causing an obstruction to the highway and for vehicles driving through the village.
If the request is approved, the relevant street will be listed in a public notice of intention. Local member(s) and Police and Highways Authorities will be consulted, with twenty-eight days allowed for representations. The Licensing Committee will then consider such representations and may resolve or refuse the designation request. If the decision is to confirm the designation, then the resolution will be advertised by public notice on two further occasions.
The decision
The Sub-Committee decided to approve the request to proceed to consultation to designate Broadway, Granchester consent street status to control street trading on this road. The Sub-Committee noted that issues of public safety, noise nuisance, smells and trading in close proximity to residents were all relevant factors raised by the Parish Council.
