Cabinet APPROVED an additional £5,500 of district council money from the Historic Buildings Preservation Fund, in order to secure £16,500 of grant aid from English Heritage to complete the repairs of the stonework tracery in the east window and to install a floor within the nave of St Denis Church, East Hatley.
That the Planning Portfolio Holder seek Cabinet approval for the expenditure of an additional £5,500 of district council money at St Denis Church, East Hatley, in order to secure £16,500 of grant aid from English Heritage.
The Planning Services Portfolio Holder DEFERRED making a decision pending the receipt of a formal report and recommendation from officers.
The Advisory Group RECOMMENDED that the Portfolio Holder for Conservation:
(1) urges Cabinet to authorise officers to draw up a specification and invite tenders to implement Option E as set out in the Conservation Manager’s report, allowing short-term repairs to stabilise the structure, subject to (3) below;
(2) authorises the Conservation Manager to explore options for additional grant funding to support possible implementation of Option F contained in the report, with a view to securing the long-term fabric of the building such that it may be available for a new use; and
(3) instruct the Conservation Manager to consider, as alternative options, disposal of the church either to the owner of the surrounding land or to an individual or organisation interested in using the building for small-scale commercial or community purposes.

The Conservation Advisory Group recommended:
1. that the Conservation, Sustainability and Community Planning Portfolio Holder formally accept the grant offer, on behalf of South Cambridgeshire District Council, thus securing the offer of financial support from English Heritage.
2. that the Cabinet agree to carry forward the uncommitted balance in the ‘Historic Buildings Preservation Fund’ to enable this funding to be used to support the implementation of these first phase repair works.
3. that the Conservation, Sustainability and Community Planning Portfolio Holder presents a report to Cabinet in May 2005 (in line with the above timetable) to review tenders, and consider letting a contract subject tothe proposed grant offer from English Heritage.

Subject to the receipt of satisfactory tenders and confirmation of grant aid, recommended that the Conservation, Sustainability and Community Planning Portfolio Holder seek Cabinet approval to let a contract of works, based on the results of a schedule of work as outlined by English Heritage.
To authorise expenditure of up to £20,650 to: clear the ivy from the building; undertake a detailed condition survey and implement urgent works to the redundant church of St Denis, East Hatley.
