Decisions

These principles have been written by the Arc Environment Working Group and endorsed by the Arc Plenary (councils, LEPs and universities in the Arc) in March 2021.

Cabinet:

a)    Endorsed the shared environment principles at Annex 1 hereto; and,

b)    Supported the development of an Arc Environment Strategy which will provide for how the principles can be delivered.

Potential decision on potential Investment Strategy acquisition where in line with the Council’s Constitution the level of investment requires Cabinet agreement. If no such decisions are needed, this item will be withdrawn.

We currently pay our Independent Remuneration Panel members £200 a year. This has not altered since they Panel was first set up in around 2002, so they are due to receive an increase. According to a website called Inflationtool.com £1 in 2002 would be worth £1.46 now. If we round this up to £1.50 the allowance of £200 for each IRP member should be increased to £300.

To increase the annual allowance for Independent Remuneration Panel members to £300.

 By affirmation, the Planning Committee agreed that

1.    South Cambridgeshire District Council, as Order Making Authority, should approve the making, and confirmation (subject to no objection) of a Public Path Diversion Order under Section 257 of the Town and Country Planning Act 1990.

2.    South Cambridgeshire District Council should indicate its formal decision to Cambridgeshire County Council, as agents for the District Council.

By six votes to three, the Planning Committee refused the application contrary to the recommendation in the report from the Joint Director of Planning and Economic Development. Members agreed that the proposed variation to the Legal Agreement under Section 106 of the Town and Country Planning Act 1990 would fail to secure the delivery of the community building in a timely manner, resulting in up to 40 dwellings being occupied without adequate community provision. Consequently the proposal would be contrary to Policy H/4 of the South Cambridgeshire Local Plan 2018, which requires redevelopment of Papworth Everard West Central to secure a mix of community, employment and housing uses; and Policies SC/4 and SC/6 which require all housing developments to contribute towards the provision of indoor community facilities to meet the need generated by the development.

(Councillors Hawkins, Heylings, Rippeth, Roberts, Heather Williams and Wright voted to refuse the application. Councillors Bradnam, Cahn and Fane voted to approve it. Councillors Henry Batchelor and Richard Williams were not present and did not vote.)

By nine votes to nil with two abstentions, the Planning Committee approvedthe application to discharge Conditions 4 and 5 attached to planning permission S/2937/16/FL as follows:

A. Condition 4 (Foul Water Drainage)

The following details are acceptable to the local planning authority and therefore approved:

Condition 5 shall be fully discharged once the surface water drainage system has been installed and made operational in accordance with the approved details.

(Councillors Henry Batchelor, Bradnam, Cahn, Fane, Hawkins, Heylings, Rippeth, Richard Williams and Wright voted to approve the application. Councillors Roberts and Heather Williams abstained from voting.)

By six votes to five, the Planning Committee deferred consideration of the application to allow further representations to be considered by officers.

Council AGREED to:

Approve the Pay Policy Statement for 2021.

Purpose:

To agree the response, jointly with Cambridge city council, to the Uttlesford District Local Plan Issues and Options (Regulation 18 consultation).

The Uttlesford Local Plan will provide strategic and local policies to guide development within the district of Uttlesford. This stage of plan-making is the start of the process of preparing a Local Plan. Its scope is to identify strategic issues, set out options and ideas for the strategic policies, levels and locations for potential development. This report focuses on matters of relevance to Greater Cambridge.

The consultation closes on 21 April 2021 at 17:00. 

Background:

The Uttlesford local plan will include:

• Strategic policies setting out an overall strategy for the pattern, scale and quality of development, with a view to securing a net zero carbon future, addressing climate resilience, promoting healthy places and lives principles, and the wider environmental objectives of the Council;

• make sufficient provision for a number of key land uses housing (including affordable housing), employment, retail, leisure, community facilities and other commercial development,

• infrastructure for transport and other key utilities,

• policies for the conservation and enhancement of the natural, built and historic environment including landscapes and green infrastructure, and

• a comprehensive and up to date evidence base to support the local plan provisions.

Main Issues:

The Issues and Options consultation is seeking views/comments on Nine themes. There are shared elements with the seven Big Themes of the emerging Greater Cambridge Local Plan.

The 9 themes/topics on which Uttlesford are consulting are:

1.    Where you live

2.    Character and heritage

3.    Climate change

4.    Transport

5.    Leisure, culture and healthy lifestyles

6.    Biodiversity

7.    Local economy

8.    Homes

9.    Creating new places and communities

Each topic has a main question and a number of specific sub-questions on the areas they wish to have further comments. (see appendix 1)

Proposed main response points:

We are asking Uttlesford to have regard to the priorities as set out in the seven Big Themes of the Greater Cambridge Local Plan. We have provided our comments against the 9 consultation themes in appendix 1, much of which draws Uttlesford’s attention to the priorities that we have set out in the emerging Greater Cambridge Local Plan.

We recognise the commuting connections between Uttlesford and Greater Cambridge as established in published evidence, with a proportion of Uttlesford residents commuting into Greater Cambridge for work. We are asking that the Uttlesford Local Plan give serious consideration is given to reducing travel where possible and also to supporting sustainable travel options, particularly in relation to the potential impacts on Greater Cambridge.

We are also suggesting that development within Uttlesford should be focused in sustainable locations which can reduce the need to travel, and where possible maximise opportunities for travel by non-car modes, particularly where locations may encourage commuting into Greater Cambridge.

For the Joint Director for Planning and Economic Development and Lead Cabinet member for Planning Policy and Delivery agree the response to the Uttlesford District Council Local Plan (Regulation 18) Issues and Options consultation as set out in Appendix A.

A parallel decision is being considered by Cambridge City Council to be agreed, and delegated authority is given to the Joint Director for Planning and Economic Development to agree any minor amendments to the response agreed by the City Council that are consistent with the response at Appendix A.
