This report seeks Portfolio Holder endorsement of the RECAP response to the Stage One consultation paper, issued jointly by the Department for Environment, Food and Rural Affairs (DEFRA) and the Welsh Assembly Government, on the transposition of the revised Waste Framework Directive1 (WFD).   It considers possible implications of the revised WFD for this council as a Waste Collection Authority.
