Bourn Airfield New Village Supplementary Planning Document additional editing changes post adoption

The purpose of this decision is to finalise the adopted Bourn Airfield New Village Supplementary Planning Document (SPD) for publication.

 

Cabinet adopted the Bourn Airfield New Village SPD on 2 October. Recommendation (c) delegated to the Joint Director of Planning and Economic Development in liaison with the Deputy Leader, the authority to make any necessary editing changes to the SPD prior to publication including to the figures and spatial framework diagram to ensure consistency with the agreed text of the SPD.

“In parallel to the preparation of the SPD, the site promoters have submitted their outline planning application to the Council for determination. Applications should demonstrate a comprehensive approach to development, as set out in this document.”

Delete the last sentence of revised paragraph 4 in section 2.7:

“This includes traditional cottage houses built from a range of materials and includes distinctive thatched roofs.”

Amend the paragraph in section 2.8, under the heading ‘Health’ to read:

“There are three doctors’ surgeries in the surrounding area: Monkfield Medical Practice in Cambourne, Bourn Surgery and Comberton Surgery. The Monkfield Medical Practice is likely to require a further expansion to be able to support the New Village. A dental surgery and pharmacy are located in Cambourne. The nearest NHS hospital, Addenbrooke’s is located in Cambridge, 16km away.”

Consequential amendment for consistency with the amended Infrastructure Delivery Plan.

Amend last sentence of second paragraph in section 1C to read:

“It also future proofs the Mayor’s Cambridge Autonomous Metro (CAM) metro proposals.”

It is proposed not to make the following changes to Fix B or Figure 28:

 

Amend the Fix B heading to read:

‘Strategic walking and, cycling and horse riding connections’

Figure 28 - Amend the Key to refer to bridleways / horse riding routes.

An alternative change is proposed to Fix B:

 

Amend the final paragraph to read:

“Recreational routes for walking, cycling and horse riding are set out in Guiding Principle 4A and Fix E.”

Appendix B: Schedule of SPD changes (agreed by Cabinet) set out amendments to Fix B and Figure 28 to include references to horse riding. However, this section of the SPD relates to active / sustainable travel which does not encompass horse riding. Horse riding is addressed in the recreation routes section. It is therefore proposed not to make these changes.

 

An alternative change is proposed to add a stronger cross reference to where horse riding is addressed.

Amend Figure 29 as follows:

·         Remove the bus stops from the primary street and key.

·         Add an explanation to the circles “800m from the HQPT stop”

·         Bus stop locations will be determined through the planning application process.

·         For clarity.

Amend the reference to ‘Sustainable Urban Drainage Systems’ to read ‘Sustainable Drainage Systems’ in the last paragraph in Fix F.
