Reason for urgency: The timing of the submission to the Secretary of State by GCP has meant that together with the receipt of legal advice the Council was not able to bring the matter before Cabinet in early February for a decision. Securing responses from each of the Council’s expert teams has also impacted our ability to pull together the Statement, so that convening an extraordinary Cabinet meeting was also not possible.
