Cabinet AGREED that planning consent be sought for the change of use of 57 High Street, Sawston to residential, and that both 57 and 59 High Street, Sawston be placed for sale on the open market, valued for retail use (no. 59) with potential for residential use above (no. 57). 

Minutes:

The Housing Portfolio Holder confirmed that there had not been any Registered Social Landlord interest in the redevelopment of the properties on High Street, Sawston.  Councillor Dr DR Bard, local member, reported that Sawston Parish Council supported the proposals provided that the conservation aspects were dealt with appropriately.

RECOMMEND TO CABINET that, In the event of no further RSL interest in the redevelopment of 57/59 High Street, Sawston and subject to further local consultation and to independent valuation advice that supports an expectation of a higher capital receipt with residential planning permission for no. 57, the Council

i)                    obtain planning consent for change of use of 57 to residential; and

ii)                   place whole property for sale on open market, valued for retail use (no 59) with potential for residential use above (no 57).

Obtaining planning permission for change of use of the upper floor to residential is likely to attract a higher valuation of the property overall, thus increasing the capital receipt.

Disposal of 57/59 High Street, Sawston

Subject to planning permission for change of use, on expiry of both leases, to offer the first floor to a Registered Social Landlord (RSL) for redevelopment as affordable housing, and to offer the ground floor for sale on the open market, subject to valuation for commercial use.

1.      A capital receipt would accrue to the Council for the ground floor sale.

 

2.      The first floor offers an opportunity to provide affordable housing with redevelopment to one or two flats.
