Community Governance Reviews: Barrington, Milton and Stapleford

Community Governance Reviews are currently taking place in the following parishes to consider changes to the number of parish councillors:

 

Barrington - closing date 31 October

Milton - closing date 5 November

Stapleford - closing date 12 November

Media Monitoring

Arising from the results of the Member Communication Needs Survey, many members highlighted the fact that residents found out about SCDC matters through the media.

 

The Council’s Communications Team will produce a weekly summary of recent news items to be published in the Bulletin to help keep members informed of recent coverage of SCDC.

View Planning Applications

To view the list of planning applications that have recently been submitted to the Council, please visit the authority’s on-line Planning Application Search.  Once the page has loaded, you can use the Search option to set your own criteria of parish, area and date range.

 

The system will provide a range of information on current and decided applications since 1948, including a brief description of the development, reference number, decision and the date of decision.  More recent applications show the name and telephone number of the council officer who is dealing with the application.

 

Search results are presented in a collection of pages, the number of which depends on the number of results your search produces.  There are navigation tools to allow you to browse your results.

 

 

 

EXECUTIVE DECISIONS TAKEN SINCE 5 SEPTEMBER 2018

In accordance with the Access to Information Procedure Rules in Part 4 of the Council’s Constitution, any executive decision shall be published normally within five days of being made.  That record will bear the date on which it is published and will specify that the decision will come into force, and may then be implemented, on the expiry of 5 working days after the publication of the decision, unless called in for review by the Chairman of the Scrutiny and Overview Committee or by any five other councillors.

7.

Waterbeach New Town Supplementary Planning Document for Public Consultation

Cabinet

 

(a)          Approved the draft Supplementary Planning Documentary (SPD) for Regulation 13 public consultation in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012 for a period of six weeks;

 

(b)          Approved the consultation arrangements set out in the Consultation Statement (Appendix 2);

 

(c)          delegated authority to the Joint Director of Planning and Economic Development in consultation with the Deputy Leader, to make editorial changes to the draft Waterbeach New Town SPD and supporting documents prior to the commencement of the consultation period (to comprise minor amendments and factual updates and clarifications); and

 

(d)          agreed amendments to the Infrastructure Delivery Plan entry on page 125 and 126 of the draft SPD in respect of the foul water network as set out in Appendix 2.

 

This decision was first published on Tuesday 11 September and so the deadline for Call-in is Tuesday 18 September.

8.

Community Chest Criteria

Cabinet agreed the proposed changes to the Community Chest guidance notes, which include the criteria, as set out at Appendix A, and as recommended by the Grants Advisory Committee, subject to, under the heading ‘When can groups apply?’ deletion of the final sentence namely “Grants are allocated on a first-come, first-served basis.”

 

This decision was first published on Tuesday 11 September and so the deadline for call-in is Tuesday 18 September.

9.

3 Year Service Support Grants Criteria

Cabinet

 

1.    approved a further three year programme of Service Support Grants (subject to annual funding agreements) to run from 1 April 2019 to 31 March 2022;

 

2.    approved  continuation of current themes and allocations for the Service Support Grant fund; and

 

3.    accepted the proposed schedule for operation of the scheme.

10.

Localised Council Tax Support Scheme

Cabinet agreed to submit both Option 2 and Option 2 to public consultation, as set out in the report from the Executive Director at paragraphs 23 and 24 and consider responses at the meeting in December.

 

This decision was first published on Tuesday 11 September and so the deadline for call-in is Tuesday 18 September.

11.

Additional Housing Revenue Account Borrowing Programme Bid

Cabinet gave approval in line with paragraph 3 of the report from the Executive Director.

This decision is manifestly urgent and the consent of the Chairman of the Council and the Chairman of the Scrutiny and Overview Committee to an exemption from call in on the grounds of urgency has been sought.

12.

Ice Rink Funding Agreement Update

Cabinet recommended to Full Council as set out in paragraph 3(a) of the report from the Executive Director. Please note that this is not subject to call-in.

 

Cabinet considered the report in the context of paragraph 3(b) of the report, and instructed the Head of Finance in line with paragraph 3(c).

13.

Waiver of local land charge where a Disabled Facility Grant has been provided

The Lead Cabinet Member agreed the following:

Applicant 1 – To approve the request to waiver the local land charge of £5,039.27, as specified in the Confidential report at Appendix A.

Applicant 2 – To approve the request to waiver the local land charge of £9,328.16, as specified in the Confidential report at Appendix A.

Applicant 3 – To refuse the request to waiver the local land charge of £10,000, as specified in the Confidential report at Appendix A.

Applicant 4 – To approve the request to waiver the local land charge of £10,000, as specified in the Confidential report at Appendix A.

 

This decision was first published on Friday 7 September and so the deadline for call-in is Friday 14 September.
