On behalf of the independent group Councillor RF Bryant proposed Councillor MJ Mason as a member of Audit Panel. The Committee accepted this nomination.
Council RESOLVED that:
(a) A ‘Task and Finish’ body called the Climate Change Working Group be established, consisting of nine District Council Members, appointed on a proportional basis, supported by relevant Council officers, and by independent experts co-opted as and when required, and detailed to present its report to Council within a set period.
(b) The Terms of Reference set out in paragraph 5 be approved, subject to reference being made for the group to advise on actions to be undertaken under the Nottingham Declaration on Climate Change.
(c) The membership of the group include a representative from the Local Strategic Partnership.
(d) The inclusion of £3,000 in the 2007-2008 estimates by way of budget for the group be approved, and
(e) The Democratic Services Section be requested to convene meetings within guidelines set by Members.
Council RESOLVED that:
(a) a Climate Change Group be established, meetings to be held on a set day at a set time, preferably on the same day as another meeting with a large attendance, as this might assist in adhering to sustainability principles regarding transport costs and member and officer time; and
(b) costs be split proportionally between all portfolios or borne by Council as a whole because of the important impact of climate change on all portfolios.
Cabinet, having considered the implications of the access to information procedure rules, scheduled a meeting directly after Council on 28 September.
AGREED to refer this matter to Council, instead of Cabinet, with the following recommendation:
(a) Council should establish a Climate Change Meeting to be held on a set day at a set time, preferably on the same day as another meeting with a large attendance. This might assist in adhering to sustainability principles regarding transport costs and member and officer time.
(b) Costs could be split proportionally between all portfolios or borne by Council as a whole because of the important impact of climate change on all portfolios.
Cabinet AGREED that appointments to the Milton Country Park Advisory Group be done on a politically proportionate basis, rather than establishing it as an area body, and that its current size of seven members be maintained.
Cabinet CONFIRMED the following appointments to Advisory Groups, joint and outside bodies:
