By seven votes to three, the Committee resolved to grant officers delegated authority to approve the application, subject to
1. no issues being raised during the additional consultation period; including on the amended red line boundary; and during which Certificate B is due; and
2. the Conditions set out in the report from the Joint Director of Planning and Economic Development.

The Committee gave officers delegated powers to approve the application, subject to the prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 to secure a commuted sum for the provision of off-site affordable housing, and to the Conditions referred to in the report from the Planning and New Communities Director.
The Committee gave officers delegated powers to approve the application subject to withdrawal of the objection from Cambridgeshire County Council’s Historic Environment Team, the Conditions (as slightly reworded) set out in the report from the Planning and New Communities Director, and an additional Condition requiring an approved detailed scheme for laying the cable with minimum disruption.
The Committee gave officers delegated powers to approve the application subject to the prior completion of a Section 106 Legal Agreement requiring the provision of onsite Affordable Housing or a contribution towards offsite Affordable Housing, and to the Conditions referred to in the report from the Planning and New Communities Director.

Members agreed the reasons for refusal as being noise from the air conditioning units, height of the wall, residential amenity and impact on the neighbours and Conservation Area.

subject to the prior completion of a satisfactory Deed of Variation of the Section 106 Legal Agreement and the Conditions set out in the report from the Corporate Manager (Planning and New Communities).
The Committee refused the application contrary to the recommendation in the report from the Corporate Manager (Planning and Sustainable Communities). Reasons: Conflict with Policies HG/5 and CH/5 of the South Cambridgeshire Local Development Framework 2007 because of density and impact on, and harm to, the Conservation Area and the rural character of the lane.
The Committee gave officers delegated powers to approve the application, as amended by Highways Technical Notes 1, 2 and 3 dated 4th June 2009, and additional noise assessment information in WSP’s letters dated 3rd, 8th and 10th June 2009, subject to a deed of variation to the existing legal agreement to restrict development generated traffic to 500 two-way movements each day, to the conditions: referred to in the report from the Corporate Manager (Planning and Sustainable Communities) and to additional conditions including the requirement for road markings and the widening of Mill Road between the site entrance and the A11 bridge.
Delegated approval, subject to revised plans showing deletion of kitchen windows in the north east elevation, for the reasons and subject to the Conditions in the report, and extra Conditions relating to floor levels, visibility splays, and the removal of Permitted Development Rights that would have allowed extra windows at first floor level in the south east and south west elevations.
