BABRAHAM: Planning Applications

12/04/2019 - S/3729/18/FL - Babraham (Site H/1:b - Land North of Babraham Road)

By seven votes to three, the Committee gave officers delegated authority to approve the application subject to

 

1.    The prior completion of a Legal Agreement under Section 106 of the Town and Country Planning Act 1990 in line with the Heads of Terms attached as Appendix 3 to the report from the Joint Director of Planning and Economic Development. Officers would agree with the Chairman and Vice-Chairman of the Planning Committee a framework for cascading, if necessary, the contributions in respect of education and recreation.

 

2.    The Conditions and Informatives set out in the report from the Joint Director of Planning and Economic Development, with the final wording of any amendments to these to be agreed in consultation with the Chairman and Vice-Chairman of the Planning Committee prior to the issue of a Decision Notice.

 

(Councillors John Batchelor, Bradnam, Cahn, Fane, Heylings, Milnes, and Rippeth voted in favour of delegated approval. Councillors Topping, Heather Williams and Wright voted against.)

The Committee approved the application subject to the Conditions and Informatives set out in the report from the Head of Development Management.


07/11/2014 - S/1676/14/OL - Babraham (Babraham Institute)

The Committee gave officers delegated powers to approve the application, subject the Conditions set out in the report from the Planning and New Communities Director, an additional Condition requiring the submission, approval and implementation of a Travel Plan, and to the Secretary of State raising no objections to the proposal.


11/01/2012 - S/2016/11 - Babraham (Babraham Institute)

Subject to the receipt of amended details to address concerns raised by the Environment Agency, and to the Secretary of State raising no objections to the proposal, the Committee gave officers delegated powers to  approve the application subject to the Conditions referred to in the report.


07/07/2011 - S/0380/11 & S/0381/11 - Babraham (Chalk Farm, High Street)

The Committee approved the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities).  Members agreed the reason for approval as being that the applicant had demonstrated, through extensive marketing of the offices and annexe that the property was no longer appropriate for employment use.  Consequently, there was no conflict with Policy ET/6 of the South Cambridgeshire Local Development Framework 2007. 


07/12/2006 - S/1502/06/LB & S/1503/06/F- BABRAHAM (The George Inn at the Black Barns, High Street)

Approved as report. 


07/07/2006 - S/0746/06/F – Babraham

DELEGATED APPROVAL / REFUSAL.  The application would be approved, as amended by drawing number 337-13-102/A date stamped 15th June 2006, for the reasons set out in the report subject to the Conditions referred to therein (Condition 13 being amended to reflect comments from the Environment Agency), to additional Conditions requiring compliance with a Travel to Work Plan and stating that there shall be no external lighting except in accordance with an approved scheme, and to no adverse consultation responses being received from Cambridgeshire County Council’s Countryside Services Team (in respect of landscaping) prior to 13 July 2006 (the date for determination of the application).  The application would be refused if objections were received, on the grounds of inappropriate landscaping and obstruction of a footpath.

 

Were the application to be approved,  a letter would be sent urging the applicant to employ sustainable construction principles, including the sourcing of local materials, and the use of renewable energy resources, water efficiency and energy conservation technologies, but with the reminder that any external changes to the appearance of the approved building would require the approval of the Local Planning Authority.  It would also state that, in relation to the Travel to Work Plan, the Committee wanted to see bus shelters provided at the bus stops on the A1307, real time signing provided at these bus stops and the provision of an improved crossing across the A1307.
