Decision:

Subject to the receipt of amended details to address concerns raised by the Environment Agency, and to the Secretary of State raising no objections to the proposal, the Committee gave officers delegated powers to  approve the application subject to the Conditions referred to in the report.

The Committee refused the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities).  Reasons for Refusal: Adverse impact on the Conservation Area and the setting and character of the adjacent Listed Buildings, impact on the flint wall on site, and the loss of amenity for neighbouring residents.

Minutes:

Lynn Parsons (objector), Paul Belton (applicant’s agent), and Terry Sadlar (Ickleton Parish Council) addressed the meeting.

 

The Committee refused the application contrary to the recommendation in the report from the Corporate Manager (Planning and New Communities).  Members agreed the Reasons for Refusal as being the adverse impact on the Conservation Area and the setting and character of the adjacent Listed Buildings, impact on the flint wall on site, and the loss of amenity for neighbouring residents.

 

Councillor Sebastian Kindersley declared a personal and prejudicial interest as he is related to Directors of the promoting Company.  He withdrew from the Chamber, took no part in the debate, and did not vote.

S/2167/11 - Papworth Everard (Site to the west, Errnine Street South)

This application has been withdrawn from the agenda because Papworth Everard Parish Council has withdrawn its recommendation of refusal.  The application will now be determined under delegated powers.
